History of S+C • DMH Housing has been involved in providing Shelter Plus Care for homeless persons with disabilities since 1994. • That year, DMH received 3 grants from HUD to provide S+C rental assistance to homeless individuals & families in St. Louis & Kansas City. • Since 1999, DMH has expanded the S+C programs with over 40 grants statewide.
S+C Eligibility The Applicant must… • be 18 years of age or older • meet the HUD Category 1 definition of Homeless • have a disability • apply through a supportive services agency
Category 1: individuals or families who lack a fixed, regular, & adequate nighttime residence.
This consists of: • public or private place not meant for human habitation (streets, cars, parks, campgrounds) • a supervised publicly or privately operated shelter designated to provide temporary living arrangements (including congregate shelters, transitional housing, and hotels and motels paid for by charitable organizations or by federal, state, or local government programs for low-income individuals); and • an individual who is exiting an institution where he or she resided for 90 days or less and who resided in an emergency shelter or place not meant for human habitation immediately before entering that institution.
Disability Definition A person shall be considered to have a disability if he/she has a disability that: • Is expected to be long-continuing or of indefinite duration; • Substantially impedes the individual’s ability to live independently; • Such a nature that it could be improved by more suitable housing conditions • Is a physical, mental, or emotional impairment, including an impairment caused by alcohol or drug abuse, posttraumatic stress disorder, or brain injury.
What HUD Considers Disabled (to qualify for S+C) Applicants must have one of the following disabilities to qualify for Shelter Plus Care: • A serious mental illness • An alcohol and/or drug abuse disorder • A developmental disability, other physical disability • A diagnosis of AIDS or of HIV infection
Types of Rental Assistance • TRA – Tenant-based Rental Assistance - Tenant controls selection of unit and assistance moves with the tenant. • SRA – Sponsor-based Rental Assistance- Assistance may be restricted to units of the sponsor’s choice, and may or may not move with the tenant, at the discretion of the sponsor.
Shelter Plus Care Rental Subsidy Partnerships TRA: Carve outs, set asides of vouchers, tenants use the voucher at a specific location tenant goes through DMH application process, we determine eligibility assign to specific units. SRA: Grant funds awarded are connected to specific units DMH Contracts with a sponsor, the sponsor determines eligibility (examples: Places at Page, Queen of Peace Center, Caillyn Heights)
