Dan Preotescu – June 15th, 2010, Kyiv Long term targets for Romanian PS • According to the Law 220 / 2008 the generation on renewable sources (subject of green certificates support scheme) should cover the following quantities per year: • 2009 – 6,28 % – ~3,20 TWh; • 2013 – 9,00 % – ~4,95 TWh; • 2017 – 13,20 % – ~8,05 TWh; • 2020 – 16,80 % – ~10,92 TWh. • Values are not including the generation of the “big” HPP.

Dan Preotescu – June 15th, 2010, Kyiv Wind generation in Romania – significant aspects • Forecasts for installed power: 2015 – 3000 MW; 2020 – 5000 MW • Financial support scheme : Green certificates (2/MW for wind and 6/MW for solar with a margin of 27÷55 euro/certificate). • Technical requirements for Wind generators are presently on the way to be included in the Technical Grid Code. • Testing program for wind generators will also be included in the Technical Grid Code.

Dan Preotescu – June 15th, 2010, Kyiv Potential and limitations I – Power System • Presently the Romanian PS can manage without any restrictions around 800 MW ÷ 1000 MW wind generation (respectively around 3000 MW ÷ 4000 MW installed power). • Improvement of the regulation framework (especially regarding the congestion management) can make room for more capacity without investments. • Improvement of the wind forecast. • Pump Storage HPP’s: Olt river (~400 MW) and Tarnita or other locations (1000 MW). • Modern gas and/or coal fired generation units.

Dan Preotescu – June 15th, 2010, Kyiv Potential and limitations II – Transmission Grid • The capacity of the transmission grid is usually a regional and in some cases local problem. • Transmission grid is the physical support of the electricity market therefore the investments are usually useful for all significant market actors. • Development plans of Transelectrica allows significant increase in generation, both “classical” and renewable as well. • Investment volume for the next 5 ÷ 7 years can not be covered by the present transmission tariff.

Dan Preotescu – June 15th, 2010, Kyiv Potential and limitations III – Electricity Market • Wind generation has in principle priority but in practice this priority is not clearly defined. • The market rules for wind generation are limiting the commercial potential to the mandatory quotas. • The export is not yet allowed. • Creation of intra-day market will increase the transaction volumes

Dan Preotescu – June 15th, 2010, Kyiv Potential and limitations IV – Legislation • New laws are designed to support the industry but fail to do so efficiently because they are not focused on the really important aspects. • Charging the Grid Operators with 50% from the access to the grid costs will reduce a little bit the investment but will cause large delays in project duration because the shortage of funds. • Lack of legislation for land acquisition should be a major concern for the future developments.
