Lifelong Learning Programme • Duration: January 2007 – December 2013 • Budget: € 7 billion • Participating countries:27 EU-Member States as well as… Norway, Iceland, Liechtenstein and Turkey (Croatia and FYR of Macedonia preparing participation), Switzerland (depends on signature of bilateral agreement – not yet clear) • Countries of Western Balkan (on condition of separate framework agreements with EU)
Leonardo da Vinci Programme • Mobility is biggest measure • 150 Million Euro p.a. • Persons in initial vocational training (ca 45.000 p.a.) • People on the labour market (ca. 15.000 p.a.) • Professionals in VET (ca. 15.000 p.a.) • Quantitative objective: • 80 000 placements in enterprises in 2013
Success factors • Are closely linked to quality of mobility • Organisation of the placement • Preparation of participants • Quality of host enterprise or organisaiton • Mentoring • Learning agreement/learning outcomes • Validation of learning outcomes • European Mobility Charter (2006) • In LdV – “Quality Commitment of the partnership”
Leonardo da Vinci Mobility • LdV Mobility Certificate introduced in 2009 • Pool projects • Study launched on impact of VETPro mobility projects on VET systems • Mobility for apprentices: working group started to explore specific support activities • Start reflection on how to link ECVET to LdV mobility
New importance for learning mobility • Demographic changes: number of 16-29 year old will fall by 10% in 2020 • Face challenges of global competition and ensure necessary skills • Face competition between talented people
Reflections started in 2008 • Report of High Level group on mobility (July 2008) • Council conclusions on Youth Mobility (November 2008) • Preparation of a Green Paper on learning mobility of young people • Issuing a White Paper in the course of 2010
… and some priorities for 2009-2010 • Expanding learning mobility • Developing partnerships between education and training • providers and business, research, creative industries; • Promoting language learning • Expanding professional development of teachers and • trainers • Key competences: “New skills for new jobs”
