  1. ‘’Guidelines for Parents, Guardians and Educators’’ report of ITU in cooperation with ENISA • Creating a safe ICT learning environment has several important elements which include the following: • responsibilities, policies and procedures • an effective range of technological tools • a comprehensive e-safety education • programme for everyone in the establishment • a review process which continually monitors the effectiveness of the above • It is, therefore, crucial that parents and educators are able to decide, with their child what is appropriate and safe for their use, as well as how to behave responsibly using ICTs.

Summarize: The guidelines have been developed within the COP Initiative, as part of ITU’s Global Cyber security Agenda, with the aim of establishing the foundations for a safe and secure cyber world not only for today’s youth but also for future generations. The guidelines are meant to act as a blueprint which can be adapted and used in a way which is consistent with national or local customs and laws.
