Learning In A Military Organization Tyrone Bingham MSM 620 Bellevue University
Interview for the Learning Organization • Interviewed my Director of Air and Space Operations, Colonel Van Wimmer • He been in the Air Force for 27 years and has flown the F-16 for 25 years • Equivlant to Upper-Level management in a civilian organization • Broken down into divisions • Mission is to monitor and protect the skies of America and parts of Canada
Overview: • Learning as a Military and Government organization • The difference in learning in military/civilian organizations • Past learning in our organization • Present learning • Future learning • Goals for learning
Can the Military be a Learning Organization? • Tactics during wartime • Political changes • Economic changes • Social-Culture • Technology • Strategically
Difference in military and civilian learning organizations • Civilian organization must continuously learn to stay ahead of the competition. • Military organizations must continuously learn to stay ahead of the enemy • The common ground is both must learn in order to survive.
Past Learning • In the past 13 years our organization had to learn around Sept. 11 • Had to learn how to defend against an enemy on domestic soil • Learned to put process in place if there is another attempt • Learned to work with other DOD agencies to create one line of defense
Future Learning • In addition to a Homeland Security Mission, we also respond to natural disasters • The organization must be flexible and learn from each disaster in order to better respond to future disasters • All are unique and present different challenges for the response teams • It is becoming more difficult to prepare the nation for the unique disasters
Present Learning • Learning to cope with budgets that are getting smaller • We have less resources and less people to provide the same national and domestic support • “We must continue to do more with less” • Must learn the use of technology, chat rooms and secure VTC, and unmanned area vehicles as means to fight wars • Learning to combat more cyber threats
Goals for Learning • The Thing that will bring this organization and other military organizations to it’s death is cyber threats • Without technology we will not be able to survive, but it is our biggest threat • Once our systems are hacked, it becomes a matter of national security • We must learn to be vigilant and stay ahead of those that want to bring down the government using cyber threats
Summary • Learning as a Military and Government organization • The difference in learning in military/civilian organizations • Past learning in our organization • Present learning • Future learning • Goals for learning
