Demonstration-Scale Solicitation Overview (pg. 5) Purpose: Develop the first demonstration-scale biofuel production facility at a site specific location that proves a technology or process in the field, develops an eligible biofuel product, and develops a market for the technology. Available Funding & Maximum Award (pg. 6) • $6 million funding is available. • Eligible for up to 75% of the total project costs or $3,000,000, whichever is less. • The Energy Commission reserves the right to increase or decrease the amount of funds available under this solicitation. Eligible Projects (pg. 10-11) • Demonstration-scale biofuel production facility that proves a technology or process in the field, develops an eligible biofuel product, and develops a market for the technology. • Meet definition of Technology Readiness Level 6 (see Attachment 13). • Meet the Minimum Technical Requirements (Section II.B.3). Eligible Projects, continued (pg. 10-11) • Scale-up the technology, by increasing the size of the facility, quantity of fuel produced, or activities performed at the facility. • Scale-out the technology, by collecting a minimum of 500 hours of performance data. • Project is located in California. • Demonstration mitigation of the environmental effects of on-road motor vehicle air emissions. • Renewable hydrogen is ineligible (funded under GFO-17-602). • Aviation / other off-road fuels are ineligible. Match Funding Requirements (pg. 14-17) • Minimum of 25% match share of the total allowable project costs or $1 million, whichever is less. • Applicants that do not meet the minimum match share requirement will be disqualified. Pre-Application Workshop

Match Funding Requirements, continued (pg. 16-18) • Cash match means the net of any funds actually expended by the applicant for the project. • Examples of match which are notcash contributions include: • Donated or loaned labor hours • Existing equipment, vehicles, facilities, land, inventory, other property, and fixed assets Pre-Application Workshop
Applicant Performance (pg. 18) • An applicant’s performance, if any, under an existing or prior Energy Commission agreement will be considered as part of an applicant’s score in the Project Team Qualifications criterion. • In addition, the Energy Commission reserves the right to cancel an agreement awarded under this solicitation due to poor performance by Applicant under an existing Energy Commission agreement. Agreement Execution (pg. 18) • Grant agreement must be signed within 60 daysafter approval of the award at an Energy Commission business meeting. • All subcontracts must be approved and signed within 90 days of the executed agreement. Pre-Application Workshop
