“Integrating Standards in Practice” 10th Open Forum on Metadata Registries July 9-11, 2007 New York City, NY USA ISO 8000-100: Master Data Quality Wednesday July 11th 2007 2:00 - 2:30 Peter Benson Executive Director and Chief Technical Officer Electronic Commerce Code Management Association (ECCMA) An international conference to share and advance knowledge and experience about standards; the technologies that build upon them, and implementation experiences.
An international non-profit membership association of industry and government buyers and their application or service providers Our Mission To increase the quality and lower the cost of Master Data through developing and promoting the implementation of International Standards for Master Data Quality
ISO 8000 – Information Quality ISO 8000 consists of the following parts under the general title - Information quality: • Part 1: Overview, principles and general requirements; • Part 2: Terminology; • Part 100: Master data quality: Overview; • Part 110: Master data quality: Syntax, semantic encoding, and conformance to customer requirements; • Part 120: Master data quality: Provenance; • Part 150: Master data quality: Management systems.
ISO 8000 Information vs. Data “… the quality of the data element values is a major determinant of the quality of the information and consequently the accuracy and reliability of the knowledge that can be derived from the information.” ISO 8000-110 Wisdom Knowledge Information Data
Motivation for ISO 8000-100 Supplier and Manufacturers recognize that: • data integration is one of the keys to a long term relationship • the ability to provide their customers with quality data is a significant differentiating factor. Suppliers and Manufacturers are: • publishing the specifications of their products, capabilities and services on their web sites. • looking to increase their visibility and understand that the best way to do this is to improve the quality of their data. • looking for a Standard that they can use to identify the quality of their data.
ISO 8000-100 Data quality • ISO Technical Specification that describes the fundamentals of data quality, defines related terms, and specifies requirements on both data and organizations to enable data quality
Users of ISO 8000 -100 • “organizations seeking advantage through the implementation of a data quality management system; • organizations seeking confidence from their suppliers that their data product requirements will be satisfied; • users of the data products; • those concerned with a mutual understanding of the terminology used in data quality management • those internal or external to the organization who assess the data quality management system or audit it for conformity with the requirements of ISO 9001 (e.g. auditors, regulators, certification/registration bodies); • those internal or external to the organization who give advice or training on the data quality management system appropriate to that organization.”
ISO 8000-100 Benefits to Data User • Dramatically improved Master Data • Application interpretable data requirement statement • Unambiguously labeled data • Automated gap analysis • Reliable data integration • Reliable data interoperability • Provenance at the level of the data element value* * Work in progress
ISO 8000-100 • Benefits to Data Provider • Increased visibility • Lower contract compliance costs • Application interpretable data requirement statement • Automated gap analysis • Reliable data integration through out the supply chain • Reliable data interoperability through out the supply chain
Master Data Quality • Requirements: • the ability to freely resolve the metadata associated with data element values to a meaningful definition • the ability to track the origin in time of the data element values • the ability to track the organization that created or validated the data element values • the ability to freely access the syntax • the existence of a minimum specified set of data element values to satisfy user's requirement • ISO 8000: Information quality — Part 110: Master data quality: Syntax, semantic encoding, and conformance to customer requirements • ISO 8000: Information quality — Part 120: Master data quality: Provenance
ISO 8000-110 Syntax Each data set shall contain a reference to the syntax to which the data set complies....The reference shall be resolvable to the specification of the syntax through a mechanism that is publicly available, free of charge. Semantic encoding Each data element value shall reference all concepts necessary to unambiguously define its meaning. Each reference shall be to a concept dictionary entry contained in a concept dictionary that supports an interface for free and anonymous resolution of a concept identifier. Conformance to requirements Each data set shall contain a reference to the data requirements statement to which the data set complies. The reference shall be a globally unambiguous identifier that was used to encode the data set. The reference shall be resolvable to the data requirements statement through a mechanism that is publicly available, free of charge. The data requirements statement shall be publicly available.
Buyer contract clause The contractor, sub-contractor or supplier shall supply technical data in electronic format on any of the items covered in this contract as follows: • The data shall comply with applicable ISO 22745-30 compliant Identification Guides. • The data shall be encoded using concept identifiers from the ECCMA* Open Technical Dictionary (eOTD), an ISO 22745 compliant open technical dictionary. • The data shall be provided in eOTD-r-xml, an ISO 22745-40 compliant Extensible Markup Language (xml) format published by ECCMA*. • The data shall be certified as ISO 8000-110 compliant. * The Electronic Commerce Code Management Association (ECCMA) (www.eccma.org) is the Dictionary Maintenance Organization for the eOTD, a compliant open technical dictionary as defined by ISO 22745 and can provide technical assistance in meeting this requirement.
