Barbary Pirates • Livelihood of Americans depended on foreign trade, Ships began to travel to China, S. America, Africa and Mediterranean • War between France and Eng. Boosted trade, 1,000 merchant ships traveling world • Pirates from Tripoli in North Africa, along the Barbary Coast, demanded tribute for safe passage, in 1801 not enough paid, asked for more, Jefferson refused, Pirates chopped down American flag pole, Jefferson considered a declaration of war, Blockaded Tripoli • 1804- US warship Philadelphia seized, capt’n and crew in jail, Stephen Decatur, escaped w/ a few men and burned the ship, slipped away to Italy • June 1805, treaty, Tripoli stopped demanding tribute, US paid ransom of $60,000 for prisoners
Impressment • Jefferson reelected in 1804, 162-14, Eng. And France threatened to interfere with trade, both went to war in 1803 , America prospered, because of neutral rights, Eng. Blockaded France and seized all ships trading with France, France than began to seize ships to Eng. • Eng. Needed sailors for their naval war, conditions in Royal Navy terrible, poorly pd, fed, and treated, many deserted, Brit Navy forced them back, began to stop American ships and look for deserters, called impressment, 1,000’s of Americans taken • 6/1807- Brit ship Leopard attacked US Ship Chesapeake, demanded search for deserters, capt’n refused, Brits opened fire, 3 dead, 18 wounded, ship crippled, Madison, Sec. of ST. outraged and America as well, began to demand war
Trade Ban • Impressment, violation of neutral rights and attack on Chesapeake angered Americans • 1807,Republican Congress passed Embargo Act, banned imports and exports from all foreign countries, hoped to hurt Eng. but avoid war, turned into a disaster, All American Commerce w/ other nations ceased, Eng. Turn to Latin America for agricultural goods, 3/1809 repealed act • Nonintercourse act prevented trade w/ Eng. And France and their colonies, just as ineffective • Following Washington, Jefferson refused a 3rd term, Republican chose James Madison, Federalists chose Charles Pinckney, argued embargo, Fed. Carried New Eng., Madison won 122-47
