UNHCR in Egypt seeks qualified financial service providers to streamline cash assistance to refugees through electronic transfers.

UNHCR in Egypt • The Arab Republic of Egypt is a signatory to the 1951 Refugee Convention and its 1967 Protocol, and the 1969 OAU Convention. • UNHCR Egypt was established in December 1954 • UNHCR’s operation in Egypt is one of the organization’s largest and oldest urban refugee programmes. • The organization carries out the functional responsibilities for all aspects of refugees i.e. registration, documentation and refugee status determination (RSD) in accordance of the Memorandum of Understanding (MoU) with the Government of Egypt concluded in 1954.
Persons of Concern to UNHCR in Egypt • As of August 2016, UNHCR in Egypt has registered some 188,000 refugees of different nationalities, out of whom 116,00 are Syrians. • Refugees and Asylum Seekers are from different countries Sudanese, Somali, Ethiopian, Eritrean, among others as well as Iraqi and Syrian. • Refugees and Asylum seekers receive a UNHCR documentation (card) approved by the GOE and is considered the authorized identification document. Resident permit is granted on the UNHCR document. • 70% of the registered caseload are living in Greater Cairo followed by Alexandria and Damietta. • Refugees are faced with difficult socio-economic conditions as well as inaccessibility to employment.
Type of Assistance • Assistance are provided to vulnerable cases only. • UNHCR has been providing monthly cash assistance to the Refugees and Asylum Seekers for several years. • UNHCR Egypt provide one time cash assistance for education and winterization on a seasonal basis. • UNHCR may expand this to assistance in other areas in the coming years. • The estimated amount for cash assistance is EGP 130,000,000 for some 17,000 cases/60,000 Persons • Currently assistance are provided by electronic transactions through the Post Office for monthly cash assistance and winterization assistance and through Barclays Bank for education grants.
RFP was launched on 18 September inviting All qualified financial service providers, who are authorized by the CBE or other authorized authorities to process electronic financial transactions
REQUEST OF PROPOSAL (RFP) • Purpose: • Streamline its assistance to refugees and asylum seekers, • Explore the possibility of channelling its assistance through: • electronic transfer or any other ways of payment except ATM OR CARDS • Targeted assistance in 2017: • Monthly target is between 11,000 cases / 42,000 individuals. • One time a year assistance to: • 10,000 cases for education (is this not in two instalments ?) • 12,000 cases for winterization • Potential to grow and include other assistance, either monthly or one-time in 2017
It is Important that Your Proposal is: • In ENGLISH or ARABIC • Quoted in Egyptian Pounds (EGP) • Included relevant VAT • Submitted in a Sealed Envelop, • Separate sealed envelops: 1. TECHNICAL REQUIREMENT (70% of the total scoring) 2.
