Recent Developments at RTH New Delhi Table Driven Code Form: RTH New Delhi is transmitting daily Synop (on test basis) and SATOB messages of Indian Region in BUFR Format (Developed by IMD) to Tokyo through GTS Digital Satellite Broadcast of IMD through Asia Star satellite has been changed to multicasting File naming server installed is providing data to users through TCP/IP Socket, E-mail, SMS and FTP in WMO File naming conventions. It has also feature of OCR (Optical Character Recognition) to extract information from imageries. GMDSS bulletin is also placed on IMD website in real time.

Data Terminal Back ( At 75 Observatories/Field Stations ) Data Terminal At Observatories Features: • The system will be PC (P-IV) based. • The system can connect to Data Collecting Centres (64 kbps terminal) using PSTN/Dial-up link for submission and retrieval of data. • It also supports transmission and reception of messages via GSM based GPRS or SMS. • The system can transmit and receive messages via E-mail, FTP and FAX. • The system has browser based GUI for data handling/manipulation, submit and retrieve meteorological messages. IVRS Back ( At 26 Locations ) IVRS Features: • The system will receive WMO formatted messages and decode these messages to weather parameters for answering weather queries by public. • The system shall interact with caller in English, Hindi and at least one Regional language of that place where it shall be installed. • The system will work with all type of exchange used in DOT/MTNL/BSNL etc. including Mobiles. • The system will operate round the clock with 99% uptime. • The system shall have provision to transfer the call to the duty officer in case the caller query is not available in the database. • No single point of failure. • GUI based administration modules. • Voice messages will be recorded by professionals. Need for Modernization • DEPT. OF TELECOM IS WITHDRAWING TP/TELEX LINKS AND HAS ALREADY WITHDRAWN FROM MANY PLACES. • DATA THROUGH TELEGRAMS REACHING VERY LATE. • HFRT (HIGH FREQUENCY RADIO TELEPHONY) IS OBSOLETE TECHNOLOGY AND WORLD WIDE BEING REPLACED WITH LATEST TECHNOLOGIES AVAILABLE LIKE SMS THROUGH MOBILE AND EMAIL SERVICES. • VPN IS LATEST TECHNOLOGY WITH ADVANTAGES OF CONNECTIVITY BETWEEN ANY TO ANY IN COMPARISON TO DEDICATED LINKS WHICH IS CONNECTIVITY BETWEEN ONLY TWO ASSIGNED LOCATIONS. • VPN LINKS ARE SECURED AND COST EFFECTIVE LINKS. • MOBILE DATA TERMINALS WITH ADDITIONAL DIAL UP MODEM IN BUILT UTILIZES DATA EXCHANGE THROUGH SMS, EMAIL AND DIAL UP CONNECTION. • SMS AND EMAIL UTILIZES SIMULTANEOUS TRANSMISSION TO MULTI NODES THUS DATA AVAILABILITY AT AMSS AND RTH ARE VERY FAST. • AT PRESENT IVRS SYSTEM IS AVAILABLE ONLY IN FOUR METROS. AS A PUBLIC WEATHER SERVICE IVRS SYSTEMS ARE REQUIRED TO BE AVAILABLE AT ALL MET CENTRES. • AS PER WMO REQUIREMENTS RTH IS REQUIRED TO EXCHANGE BINARY DATA IN BINARY UNIVERSAL FORM (BUFR) FORMAT, IMAGERIES AND WEB PAGES WHICH ARE AT PRESENT NOT SUPPORTED BY OUR EXISTING SYSTEM. • REQUIREMENT OF AMSS SYSTEM AT NAGPUR AND AMSS MODERNIZATION AT GUWAHATI.
