What is “Comparability”? • Com׳para-bil׳i-ty (n): able to be compared, like or equivalent • NCLB Reference: Sect. 1120a(c) • Comparison of the pupil/teacher (PT) ratios between buildings with similar grade spans • Each Title I building must have a PT ratio within 10 percent of the LEA-wide average, for both Title I and non-Title I buildings, for that group
Purpose of “Comparability” • Documenting the effectiveness of assurances for meeting Title I requirements for "comparability" • Allocating local funds between NCLB Title I schools and non-Title I schools • Sections 1120A(c)(3), Procedures and Records - "Each local educational agency (LEA) assisted under this part shall – • (A) develop procedures for compliance with this subsection and • (B) maintain records that are updated biennially documenting such agency's compliance with this subsection."
Title I Comparability Report • Data must be submitted for any group of buildings that have an identical (or close to identical) grade span • Annual submission required by NYSED • http://www.emsc.nysed.gov/funding/cladcep/0809/compar0809intro.html
