Some questions we discussed • who are the SH in the different fields ? • how to stimulate involvement ? • which kind of tools, platforms, • carrots to attract SH • when SH involvement is required ? • who is responsible for the process ? • needs for mediation, facilitation ? • relation between discussion and decision ?
Diagnosis • Experience in involvement of stakeholders • is mostly on environmental issues e.g. contaminated area • almost non existing in other areas • In some countries : • meeting between inspectors and workers during inspections e.g. not required by regulation but part of internal procedure in Czeck republik • permanent commitee advising the board of regulatory body in Ireland
Diagnosis • There is a high diversity of stakeholders • depending of the field • the relevance of them depend also on the phase of the project • To be motivated, SH need some freedom and independence : • possibility to examine options • influence the decision
Conclusion Involvement of stakeholders should be part of the decision making process in radiation protection optimisation because experience show that it improves the quality and sustainability of the decisions made.
Recommendation to all national radiation protection and nuclear regulatory bodies • To create effective platforms for dialog and communication facilitating stakeholder involvement. These platforms are case specific : • comittees at national or local levels • public meetings • networks • direct dialogue with affected people • .... • To make surethat there are systematic processes by decision makers to address stakeholders’ interests/involvement
Recommendations to EAN • To initiate WGon involvement of workers as stakeholders in occupational exposure management • To take part in international efforts towards increasing stakeholder involvement in radiation protection, e.g. • to contribute to discussion on a code of conduct currently being prepared by British, French, Spanish RP societies • to collect examples of stakeholder involvement in our network and disseminate them
Recommendation for WG2 Inclusion of ALARA in education of various health professionals to a larger extent than has previously been the case is a prerequisite to improve optimisation in a wide and increasing variety of diagnostic and therapeutic uses of ionizing radiation in medicine
