Who is responsible for utility coordination? When is it reimbursable? How will reimbursement be handled? What is the funding for each type? How can utility best interests be represented? Who is Responsible for Utility Coordination
Stakeholder Concerns • Not actively involved in planning stages • Limited resources • Difficult to coordinate with 3 or 4 Pre-Bid teams with different designs • Information available lacks detail and accuracy • Schedule for relocation is “too” short
Owner Suggestions • Over time, place more emphasis on past performance grading • Set clear guidelines for D/B Projects and include utilities - More detail and early coordination prior to RFP can reduce “risk based costing” by D/B Team • Clearly define contract roles - This is critical • Use the D/B agreement to clarify the relocation process and reimbursement procedures (available from FDOT)
Owner Suggestions • Give PROPER Attention to the Utilities • This should vary with each project • Allow appropriate time frames for utility procurement and relocations in the schedule • Carefully consider utility issues, complexity, and responsibilities during the selection process of of P3 or D/B Projects • Utilities need to be available during design to provide input and offer suggestions/solutions
