This update provides the flight time lines for RMS-approved test flights and introduces new protocols for Point-to-Point and Safety Net requests. It also covers the development of reporting processes and business cases for non-IDR premises and new customers. Additionally, a new data extract variance processing timeline is presented.

2004 Flight Time Lines • RMS approved Test Flight timelines forFlights V1.6-0104, V1.6-0304, V2.0-0504 and V2.0-0904. • First two test flights will use the current version of Texas SET and are for new market participants. • V2.0-0504 is MIMO Stacking Solution. • Both V2.0 test flights welcome new market participants.

2004 Flight Time Lines • RMS requests TAC approval of the Market Testing Flight Schedules for Flights V1.6-0104, V1.6-0304, Version 2.0-0504 and V2.0-0904 as adopted by the TTPT. • TAC further directs RMS that any material changes to these timelines or changes in scope of the test flights must be approved by RMS and TAC.
Heads Up #1 • Last month, TAC provided RMS input on the concept for Point-To-Point business rules and ideas where these Protocols should be located. • RMS is developing one or more Point-To-Point Protocols for PRS and TAC to review. Actual language will be presented for review/approval. • Current thinking is to create a Protocol Section 24 which will contain these Retail Protocols.
Heads Up #2 • RMS has approved the detailed business rules and related IT changes for the safety net move-in requests • Retail market developed these detailed rules since the Consumer Protection Rule now includes several high-level rules that required additional detailed business rules. • Implementation is set for January 1, 2004 and partial implementations are encouraged. • Rejecting safety net requests for lack of data can not be made until January 1, 2004.
Heads Up #3 • COMET Guides are under development to support support January 1, 2004 Competitive Metering date. • Approval time is as follows to achieve January 2004. • COMET distributes Guides by October 10, 2003 • Comments due to COMET by October 23, 2003 • COMET discusses/resolves comments by October 29, 2003 • COMET issues second draft of Guides by October 31, 2003 • PUCT approves T&Cs for docket 27244 on November 5, 2003 • COMET issues final draft based on T&Cs by November 7, 2003 • RMS resolves only unresolved issues on November 13, 2003 • TAC approves on December 4, 2003 meeting • ERCOT Board receives approved Guides on December 16, 2003 • Competitive Metering for commercial customers for meter ownership effective January 1, 2004.
Heads Up #4 • Retail market is in the processing of developing a reporting process on the non-IDR premises that have exceeded the 1 MW threshold. • ERCOT has informed the CRs which premises must be changed-out. Number is at 177. • Reporting process will include ERCOT, CR and TDSP tasks.
Heads Up #5 • Retail market is developing a business case when a new customer moves into an existing premise with an IDR meter and the new customer’s load is projected not to exceed 1MW. • Profiling Working Group is coordinating the • development of this business case and will bring a recommendation to RMS November meeting.
Heads Up #6 • RMS approved a new data extract variance processing time line because of the ERCOT Board resolution to delay 2003 True-ups and the market receiving an updated data extract. • Processing Time Line is: • October 1: Stop old variance process • October 10: Complete existing 2002 variances and close all remaining 2002 in-progress issues. 2003 variances will be left open. • October 13: Begin using new variances
