Background Clean Air Act requires Utah to develop a State Implementation Plan (SIP) to bring much of Northern Utah into compliance with the Clean Air Act standard for fine particulate matter (PM2.5). The first step in the process was for the Division of Air Quality to identify emission sources that contribute to the direct release of PM2.5 and emissions sources of precursors of PM2.5, primarily volatile organic compounds (VOCs) that, when released into the atmosphere, react to form PM2.5. Proposed Rulemaking • Industrial Baking Ovens • Yeast leaven products • And, combined rated heat input capacity three million BTU per hour • Emission reduction of 90% • Soil Fuel Burning Devices • No burn cut point at 25 ug/m3, 10-20 no burn days, area specific • Contingency plan – 15 ug/m3 • Beginning December 31, 2012, no person shall sell, offer for sale, supply, install, transfer or operate a wood burning stove that is not EPA Phase 2 certified • Appliance Pilot Lights • On or after January 1, 2014, no person shall manufacture for sale, distribute, sell, offer for sale, or install any natural gas-fired; water heaters, fan-type central furnaces, gas fireplaces, or gas stoves that requires the use of a pilot light for ignition.
