East Coast Regional Consultation on Climate Change AdaptationRajahmundry, AP, August 26-27, 2013Session V: Cities & Climate Change Soumya Chaturvedula, Regional Manager, ICLEI SA Cities & Climate Change – The AdaptCap Approach
ICLEI South Asia’s work with cities and climate • A membership organization of local governments and their associations dedicated to a sustainable urban environment • 1200+ members from 6 continents & 70 countries, represents 571 million people • Mission - To build and serve a worldwide movement of local governments to achieve tangible improvements in global sustainability with special focus on environmental conditions through cumulative local actions • Presently supporting more than 33 Indian cities on sustainability, climate change, energy efficiency, renewable energy • Implementing projects with funding support from GIZ, EU, USAID, BHC and others • Climate, Water, Waste, Policy, Energy, Transport Planning, Environment, Sustainability…
Overview of Projects - Adaptation & Mitigation • Roadmap of South Asian Cities and Local Government for the Post 2012 global climate agreement and actions • Integrating urban climate guidelines through clean technologies (RE & EE) at the state and city level to build sustainable low carbon cities • Urban Climate Project • Solar Cities Programme • Asian Cities Adapt • Quantification of mitigation interventions of the Delhi City • Asian Cities Climate Change Resilience Network (ACCRN) • Promoting Low Emission Urban Development Strategies in Emerging Economy Countries (Urban LEDS) • Earth Hour City Challenge
AdaptCap – The Urban Approach • Introduce the project • Formal consent through MoU • Formation of a City Task Force & • Stakeholder Group • Engaging stakeholders • City Level • Engagement • Developing a detailed city profile and collation of • data which would support further processes • City level climate change • research and needs • assessment • Community Level • To identify the most vulnerable areas of the city • To carry out a community needs and vulnerability • assessment in these areas • Engaging stakeholders in the process • Identification of vulnerable • areas & Community • vulnerability and needs • assessment
Preliminary meetings with key administrative, technical and political personnel Signing of MoUs Formation of City Task Force (CTF), Stakeholder Group (SG) Identification of a Nodal Person Initial CTF meeting 1st Shared Learning Dialogue Engagement Shared learning is an approach to participatory planning and problem solving in complex situations for which mutual learning is a defining feature in determining a positive outcome of the engagement
City level climate change research, needs & vulnerability assessment • Developing a city profile • Overview of existing policies/plans/projects • Scientific evidence based on V&NA, area specific climate reports / studies • CTF meeting with Zonal Councilors • Community-based needs and vulnerability assessment • Local Adaptation & Mitigation Guides • 2nd Shared Learning Dialogue • Cities to implement actions in priority areas
Climate proofing cities – Opportunities • Cities matter because they are large economies in themselves • How cities grow and meet energy demand is critical to climate change • Half of the world’s population lives in cities, 70% in 2050 • Urban population is expected to double by 2030; global built-up area is expected to triple during the same period • Urban density and spatial organization influence energy consumption, especially in transportation and building systems… GLOBAL CO2 EMISSIONS PER SECTOR
Climate proofing cities – Challenges • Introducing the climate angle • Policy level directive • Conflicting priorities • Understanding at the local level • Integrating/Mainstreaming CC • Looking at local policy & implementation through a climate lense as part of the BAU scenario • Monitoring Impacts • Integrating monitoring frameworks into contracts • Need for strong & appropriate reporting mechanisms and capacity in ULBs to assess impacts • Evaluating Outcomes • Assessment of reporting – comparing proposed outcomes and results – monitor what is to be assessed • Scope for mid-course correction in contracts – performance based contracts • opinion/observations/learnings/suggested strategies for climate proofing cities with respect to city processes, support from state/national govts/perception of cities, planning to action and financing options
Integrating the Climate Perspective in Cities Adaptation & Mitigation • There is no „climate“ project – it is an over-arching goal • Directive from national and state governments • Political consensus on climate objectives – policy and targets at the local level • Integrating adaptation & mitigation – inherent cross linkages • Coimbatore: Enhancing energy efficiency of borewells – Reducing carbon emissions, increasing yield per unit consumed • Makati, Philippines: Massive tree plantation programmes - Carbon sequestration, reduces urban heat island effect • Bogota, Columbia: Urban agriculture – builds community‘s resilience to impacts of flooding in supply areas, reduces transportation & energy consumption • Climateproofing - Key criteria for all policy/development projects – both at local level and at the approval stage (state/centre)
