2008 Wisconsin Quality Improvement and Accreditation Project MLC3 Kick-Off Meeting August 2008
Project Leadership • Institute for Wisconsin’s Health, Inc. • Wisconsin Association of Local Health Departments and Boards • Wisconsin Division of Public Health
14 Local Project Partners • Volunteer LHDs selected for geographical representation and statutory level
Project Goals • Prepare local and state health departments for national accreditation • Engage communities in improving their health departments • Contribute to national initiative • All WI LHDs accredited by 2013
Project Objectives • Create an inspired community of practice around accreditation and QI • Communicate the value of quality health departments to Wisconsin’s policy & opinion leaders • Develop a quality improvement (QI) process for the Wisconsin Division of Public Health • Combine current review process with emerging national QI & accreditation
Selected benchmarks 2008 • Recruited 14 LHD project partners by June, 2008 - goal of 12+ in 2009 and in 2010 • Each project partner will complete LHD assessment and participate in one or more QI “target teams” • WDPH (state) work team develops strategy & timeline by October 1, 2008 • Each LHD completes NACHHO LHD self-assessment by January 15, 2009
LHD Self-Assessment • Primary preparation for accreditation • NACCHO LHD Self-Assessment Tool between Sept 2008 and Jan 15, 2009 • WIQI project staff and WDPH regional office directors support locals • Project portal website highly interactive
QI Target Teams • Systems - “A uniform set of health indicators is developed into a community health profile that describes the population’s health” • Health outcomes - “Reduce the percentage of overweight or obese children and adolescents aged 6-19” • Health outcomes - “Reduce the percentage of adolescents aged 12-17 who reported drinking in the past 30 days”
Target Teams Continued • In process of forming now - began discussions at July 17 meeting • Exact structure and function will be developed with input of LHDs at partner meeting on Sept 15, 2008 • Will bring back examples of effective models from MLC3 kick-off meeting
State Preparation • WDPH has led “140 Review” efforts for past 10 years • Now - move beyond 140 to national accreditation • Fully supportive of this project and sharing leadership • Team of regional and central office staff will develop pilot for regional office system and plan to move beyond • Anxious to learn from MLC1&2 states
Interesting/exciting aspects • Enthusiasm of LHD “recruits” • Potential to develop very high quality communications plan because of expertise of Lindsey, Stone and Briggs - goal is improved profile for public health • Opportunity to add qualitative depth to current formal review process • Opportunity for new independent PHI to join forces with state health department and all health departments and boards to work toward common goal
