  1. Social Process Tension between both interest groups primarily caused by differences in perspectives, values and strategies.

  2. Problems in Social Process Participants/ Perspectives • Competing special interests, more difficult to reach common interest Situations • Interaction is done through lawsuits and public media, causing more tension between groups.

  3. Problems in Social Process Values • The Obama Administration and the EPA possess wealth and power while the WV coal proponents have well-being and rectitude. However, without funds or power, their capabilities are limited Strategies • Must be improved by holding more public forums and by giving the local WV community an opportunity to express their interest

  4. Problems in Social Process Outcomes • The outcomes of the suspension of NWP have led to the indulgence of the EPA and the Obama Administration, rather than adjusting permit approval to the interests of the local community. Effects • The outcome of the Spruce mine may set precedent for similar operations with the possibility of increased distrust of the US government by WV citizens.
