What is the purpose of this meeting? • The purpose of this presentation is to provide you with information regarding the bond election that may be called by the Webb Consolidated ISD Board of Trustees for Tuesday, November 4, 2014. No property tax rate increase!
How your tax dollars distributed? • Maintenance & Operation (M & O): • On the M & O side, for every $1 we collect in taxes, we get to keep 30 cents and send 70 cents back to the State of Texas. • The M & O side of our tax base is what we use to pay for our everyday operating expenses such as: salaries, fuel, electricity, bus purchase and repair, upkeep of buildings, technology and security. No property tax rate increase!
How are our tax dollars distributed? • Interest & Sinking (I&S): • On the I & S side, every dollar collected from you—the taxpayers—will be spent on children (by paying bond debt) • 100% on our students! The current rate is 6 ½ cents No property tax rate increase!
Estimate of what tax you are paying with our 6 ½ cent Bond Rate. • Home valued at $50,000 • Its portion = $22.75 per year • Home valued at $100,000 • Its portion = $55.25 per year Absolutely no increase in your I & S rate. No property tax rate increase!
FACT: Wind Generator & Oil and Gas Companies pay most of school property taxes! • 91.5% of our taxes are paid by energy companies • 6.5% paid by Landowners (ranchers) • 2% paid by homeowners No property tax rate increase!
What would the Bond do? • Safety & Security Upgrades District-Wide. For example security cameras for OES • Provide Infrastructure to increase access to digital technology • Improve our water purification building • Upgrade and repair district-wide roofing • Replace the aging bus fleet and other school vehicles • Upgrade restrooms, floors, and ceilings to meet ADA specifications at OES • Upgrade student cafeterias including back-up generators for food spoilage prevention • Renovate student classrooms, nurse’s station, teacher workroom at OES No property tax rate increase!
What would the Bond do? • Upgrade Multi-Purpose Building and Library at OES • Replace expensive, outdated lighting with energy efficient LED lighting district-wide • Replace air conditioning and heating with high efficiency units district-wide • Make the OES Playground ADA compliant with a safety walkway • Upgrade select windows at OES with safe energy efficient windows • Improve drainage at OES to decrease campus flooding • Install life-saving defibrillators district-wide • Upgrade Secondary Library including floors, lighting, entry doors, ceiling, and paint No property tax rate increase!
What would the Bond do? • Upgrade Tennis Courts to accommodate contests including seating and wind screens • Upgrade water and sewage distribution system in the secondary campus • Upgrade secondary cafeteria to include restrooms, security cameras, kitchen equipment, ceiling, and paint • Marquees to display student and parent information in Bruni and Oilton • Replace damaged furniture district-wide • Upgrade locker rooms at BHS Gym, repair/stripe parking lot, replace flooring in Band Hall • Upgrade Auto Tech area to receive/repair newer vehicles • Upgrade baseball facilities to meet ADA requirements including restrooms, concessions, dugouts, and windscreens No property tax rate increase!
What would the Bond do? • Build 3 teacher homes in Mirando City and repair existing housing • Upgrade Business Office area with ADA compliance and improve vault security • Provide secure electronic gasoline/diesel dispensing unit with card reader security for inventory control • Provide solar power district-wide to increase savings No property tax rate increase!
FYI • If you paid for all these repairs and upgrades from the maintenance and operation (M & O) you will have to raise over $42 million dollars--coming from our taxpayers which will mean an increase in your taxes! • Instructional materials and supplies have to be purchased through the M & O side—not bond funds; however, more funds would be available from the M & O side because all bond projects would come from the I & S side. This would allow the district to have more instructional funds to utilize. • Due to the potential loss of our Hold Harmless Agreement in the near future; funding would basically come from ADA; therefore, having fewer dollars to work with in the M & O side limiting the amount of repairs that can be done annually. No property tax rate increase!
