Environment for transition • Donors’ conference on reconstruction (USD 6.2 billion pledged) • FRC – ERRA transition • Weather bounded operations (winter plan, camp closure on 31 March announced earlier by the Gov.) • Flash Appeal to be finished by 31 March • OCHA’s decision to phase down by 30 June

OCHA – RC office collaboration for transition phase • Discussions with FRC & ERRA (Jan.) • Support to the Gov. for Coordination (cluster in Islamabad & field) • Transition strategy note to gov., donors, NGOs • IDP return strategy • Action Plan • Flash Appeal projects delivery tracking • SE’s visit and follow up

Planning for transition • Exit strategy being developed by OCHA • Discussions with UNCT on RC office structure and possible secondment of staff from agencies • Decision on the level of field presence and necessary staffing • Media • HIC to be transferred to ERRA • Cluster coordination in Islamabad and the field • NGO coordination – IASC country team mtg

Way forward • One HC/RC and Integrated office of RC and OCHA • Joint planning of RC Office and OCHA, and UNCT • Sharing experiences – analysis on what did not work needed • Who decidesOCHA’s phase down? • Financial planning for phase down & transition • Clarification needed – Transition from OCHA to UNDP or UNRC Office? • UNRC office to be supported by agencies • Training on coordination needed for agency staff
