  1. To normalize and stabilize situation To accommodate civilian needs To best utilize competences of involved actors in the troops’ deployment area. To shorten military presence Purposes of concerted planning and action Danish civil-military concerted planning and action Presentation at DIIS seminar 4 May 2006

  2. Danish civil-military concerted planning and action Principles for planning • Initiated from the outset of a possible Danish military deployment • Mutual respect of mandates and competences of involved actors. • No one size fits all – meaning flexibility in approach • No subordination of any actors (military or civil) • Coordination with other local and international actors’ activities in the deployment area. • “Last resort” - Military involvement in civilian activities; exemption, not the rule

  3. Danish civil-military concerted planning and action CPA vs. CIMIC • Concerted planning is distinct from CIMIC-activities (NATO-concept). • Concerted planning’s primary purpose is NOT to facilitate military objective, but to fulfil civilian needs.

  4. Danish civil-military concerted planning and action Organisational structure Humanitarian Contact Group Standing Civil Servant Committee Temporary working group with NGO’s Steering Unit in country X Steering Unit in country Y

  5. Danish civil-military concerted planning and action Co-operation with NGO’s • The Humanitarian Contact Group – general forum for crisis analysis and thematic discussions • A temporary Working Group (review of passed experiences, spring 2005) • Common training (security; IHL, “Do No Harm”) • Focal Security Point in Defence Command • Pre-deployment briefing by MFA, MOD and NGOs of Danish troops prior to rotation • Reviews of operations: NGOs’ views/ experiences included • Information sharing (before, during and after deployment)

  6. Key challenges and way ahead Define character of military operation (whether relevant to have CPA) – using MCDA guidelines and IASC reference paper Avoid compromising IHL – advocacy and training Ensure coordination in a local and an international setting – incooperation in intial planning as well as ToR of civil advisors Avoid increasing security risks for civilian partners – dialogue at local level, information sharing Ensure realistic expectations from all sides – CPA generates small projects Ensure quality/sustainability – better use of competencies Danish civil-military concerted planning and action
