Key Challenges in the Implementation of the ETPL by States • Lack of cooperation of training providers • Problems of using self-reported data • Challenges in using administrative data • Barriers to cooperation of multiple state agencies • Barriers to cooperation between local WIBs and states • Comparing programs and providers that serve different labor markets and different students
Implications for U.S. Workforce and Education Policy • Broaden ETPL and Consumer Report Card (CRC) requirements beyond WIA. • Assign a stronger role to states in developing the ETPL and CRC. • Connect ETPL to state efforts to build longitudinal data systems for education. • Provide clear federal guidance to states on the application of FERPA. • Offer competitive funding for states to develop the infrastructure for robust ETPL and CRC systems. • Provide technical assistance to states. • Address governance issues in structure of accountability.
