Objectives of the Swiss Cooperation to BiH Switzerland will contribute to the transition of BiH towards a socially inclusive market economy and a democratic political system, with the longer-term perspective of European integration Political stability will be fostered by promoting civil society participation in public affairs, and a better inter-play between sub national and national state levels. Economic prosperity and social well-being will be enhanced by supporting reform processes in the public and the private sector, by improving service delivery – including selected investments into municipal infrastructure –, and by fostering increased employment opportunities.

  3. Proposal for Structure of the Swiss Cooperation Strategy 2013 – 2016 to BiH • Transversal Themes: • Gender • Governance Judiciary - Juvenile Justice - Prosecutors Migration and Development Migration Partnership Regional Cooperation

Local Governance & Municipal Services Decentralization and Local Governance (DLG) • Inclusive local development strategies / plans, which create positive impacts on local democracy, sustainable socio-economic development and efficient citizens-oriented service provision (horizontal dimension) • Interplay between sub national and national state levels (vertical dimension) Urban Infrastructure & Services • Citizens have access to quality services provided by local governments in inclusive, efficient and accountable ways / mainly in the WATSAN sector

Economy & Employment Economic Development • Enabling framework conditions for private sector development and improve enterprises’ competitiveness Youth Employment • On the supply side, labor market-oriented education and training in selected economic sectors • On the demand side, creation of new and upgrading of existing employment opportunities for young people • Performance orientation of the Public Employment Services (PES)

  6. Health • Primary Health Care (PHC), for the provision of accessible, high-quality and cost-effective services, delivered at the community level / including mental health • Strengthening patient’s rights and enhancing the accountability and responsiveness of health authorities and PHC providers

  7. Migration Partnership • Regular migration dialogue between the two governments • Specific projects (e.g. for returnees, or related to illegal migration) • Specific projects on „Migration and Development“ • Projects on Judiciary • Juvenile Justice • Performance of prosecutors' office

  8. Special Issues • Regional Cooperation • Thematic regional networks • Cooperation with regional advisors • Regional projects • Cooperation with OSCE • Swiss chair in 2014 / Serbian chair in 2015 • Swiss Special Representative to the WB region • Priorities of cooperation: Rule & Law, Constitutional Reform (supporting positive changes) and Education
