Gainesville City Schools Using the Comprehensive System of Learning Supports Framework UCLA Center for Mental Health in Schools American Association of School Administrators Summer Leadership Institute June 2012 http://www.gcssk12.net
The Leadership Challenge • What can we do about the 15-20% of persistent underachievers? • What can be done to prevent barriers and promote healthy development for all students? • How can we better organize how we work and prevent marginalization and fragmentation of support services? • How can we continue to advance improvement with declining resources?
A shift in focus from…. • individualistic to systemic • reactive to proactive • a system of care to a system of prevention • from a starfish to a bridge mentality
This is who we are… 54% Hispanic 20% African American 21% Caucasian 2% Asian 3% Other Ethnicities 12% Students with Disabilities 38% English Language Learners 13% Gifted 10% Non-resident/ tuition students 75.91 % qualify for free-reduced lunch
Since beginning the CSLS Framework…. • Our graduation rate increased from 73% in 2007 to 87.5% in 2011.* • Our disciplinary tribunals have declined by 60%. • Our students have increased performance in all subject areas at every grade on state criterion testing. • More students are EXCEEDING EXPECTATIONS on state testing. • There is an increase in the number of students taking and scoring 3 or more on Advanced Placement Exams. (state recognition received for Math and Science) * Lever rate calculation
How did we get there? • Consultancy from the UCLA Center for Mental Health in Schools to establish a Comprehensive System of Learning Supports –supported by AASA and Scholastic LEAD Collaborative • Restructured the district and school leadership roles and responsibilities to implement the framework • Eliminated programs and practices that were fragmented and not supporting our core work • Examined and revised all policies, practices, and procedures which did not directly support the work, including duplication of efforts in programs.
District Restructuring Superintendant Director of Curriculum and Instruction Director of Learning Supports
How are we using the system to approach current reforms? • New accountability index to replace NCLB • Common Core Standards Implementation • Teacher and Leader Rubric Based Evaluation Systems to include a link to compensation • School “Turn Around Models” • Career Pathways development- P-12 * New data systems to support all of the above
