Istanbul Forum Setting of Private/Public partnership • Survey on usage of IST (quantities measures, quality measures on content, potential); • Gap analysis; • State Strategy of usage of IST (collaboration between public private sectors); • Annual Benchmarking system; • Education system; • Financing system. Agreement between Lithuania Government and private initiative “Window to the future” (two largest telecommunication companies and two largest banks ) in year 2002

  7. Istanbul Forum The main objective of usage of IST – to keep balance between stimulation of accessibility and content improvement. Proposed activities • Accessibility : PIAP; Competition in communication market, computerization of schools and etc. • Content on Internet: Public administration services on internet (http://www.epaslaugos.lt), ITT security and etc.

  8. Istanbul Forum The main goals in accessibility • To rise usage of Internet from 39% to 65% in 3 years time;

Istanbul Forum • To establish up to 1000 PIAP (now 360) in 1 year time; • To make Internet accessibility price via mobile technologies lowest than EU average (mobile voice communication in Lithuania is lowest among EU member countries) in 3 years; • To rise computer literacy in rural Lithuania areas (to teach up to 30% of adult population). Special training programs for teachers and computer literacy education trainers. Distance studies; • Broad band infrastructure until year 2008; • To reach number of schools computerization up to 1 computer for 5 pupils. • To achieve that 70% of all public services until year 2008 will be provided via Internet on “ONE stop shop service” manner; The main goal in Content improvement

  10. Istanbul Forum Financing • Private sector (alliance “Window to the future”) 0.75 bln. USD; • State budget 0,5 bln. USD; • EU Structural funds 0,3 bln.USD; • Budget of local authorities (municipalities) 0,25 bln.USD

  11. Istanbul Forum Institutional framework The inequity of information and knowledge has today become a central issue in the global development. It penetrates deep and leaves its trace in all areas of our everyday life - education, health care, economic competitiveness, environmental protection as well as in democratic development, internal and external stability. • Information Society Development Committee in Parliament (legislation) • Ministries: MoI, MoC, MoE (execution) • Information Society Development Committee under Lithuanian Government (coordination) • Information Society Development Commission under Lithuania Government chaired by Prime Minister (solves all ISD strategic questions); • Private: “Window to the future”, “Knowledge economy forum”, Association“Infobalt” Algirdas Brazauskas, Prime Minister of the Republic of Lithuania
