  1. Defense Information Systems Agency Department of Defense Global Command and Control - Joint (GCCS-J) Common Operational Picture (COP) Mr. Robert Randle DISA/PEO C2C/GCCS-J PROGRAM OFFICE December 2009

  2. Foreign Disclosure Caveat • "This brief contains references to U.S. Government military capabilities that may not be authorized for release to foreign governments. Mention of these capabilities in no way implies that the U.S. Government will release or consider release of them, or of any additional associated classified or unclassified information pertaining to them. This brief may also contain references to U.S. Government future plans and projected system capabilities. Mention of these plans or capabilities in no way guarantees that the U.S. Government will follow these plans or that any of the associated system capabilities will be available or releasable to foreign governments. This information may not be disseminated without the express consent from the U.S. Government."

  3. Global Command and Control System - Joint • The GCCS Family of Systems encompasses C2Systems from the DoD through the Service Components to the Tactical Level. • Major Functional Areas: Readiness (SORTS), Force Deployment (JOPES), Sit Awareness/Force Prot (COP), Intel (I3). • GCCS-J provides the foundation for Battlespace Awareness. • GCCS-J is used to correlate and share situational awareness, monitor, and assist in mission employment. • GCCS-J is a critical partner in Allied and Coalition Operations and places emphasis toward that during development.

  5. FFT Visually Identified Three sets of Friendly Force Tracks

  6. Transportation Infrastructure Architecture for the transportation infrastructure information for inclusion into the COP is designed to import GIS information as overlays including ports, installations, roads, and railroads.

  7. When the folder icon in the summary window is clicked, the parent TMSC track “unrolls.” (showing the three paths of the children.) Correlated three TES sites report a single mission event

  8. Situational Awareness Updates Integrated Tactical Sites Display Airfield and seaport sites are fully integrated into the display Airfield and seaport filters may be stored by user, by chart, and are available across the LAN to other users. Supports inclusion of NIMA/NGA Sites (seaports and airfields)

  9. Situational Awareness Updates Integrated Operations Display UNITBR windows allow hierarchical view of Unit/Platform tracks in an Operation and tabular summary views of Units in a selected Operation. Unit Readiness views displayed on a by selected Unit/Platform or by Operation basis. Supports interface to JOPES/GSORTS to pull Operations data into system and onto geodisplay

  10. Air Capabilities Plot the route of an ATO mission, represented by a moving aircraft icon, on a geodisplay. This visual validation can alert you to potential operational issues, thereby averting conflicting missions. From the control panel, you can replay or “fly” any portion of an ATO mission. The playback controls allow you to play, pause, stop, rewind, and fast forward the visualization event as if you were watching a video. Progress meters allow you to track elapsed time, adjust the speed of the visualization, and plot the mission route by dragging a slider bar to the left or to the right at any point in the visualization.

  11. Air Capabilities - cont ATO and ACO Message Plotting ATO and ACO Plot Options Mission and ACM Filters

  12. Situational Awareness Updates NATO Air Interface Support NATO Recognized Air Picture (RAP) is presented by NIRIS and stored in ICC Oracle database. ICCI is used to pull the ATO-related data (sites and targets). ATO and ACO information is sent to GCCS via email SMTP. GCCS COP Standard ATO Views Air-related data injected Graphical ATOs ICC/NIRIS Standard Sites (Airfields) ISI ICC (Oracle db) Request particular information from ICC Air-related requests ATO/ACO/Air-related data via ISI APIs and Import ATO/ACO injected ATO/ACO via email/import

  13. GCCS-J CAPABILITIES – Demonstrated at CWID events • The COP  Situational Awareness and Force Protection • Flexible Client – Rich, Agile and Web-Enabled • Single Integrated, tailorable Display of: • Air Component Command • Aircraft RAP • ATO/ACOs • Maritime Component Command • Land Component Command • Special Operations Forces • Theater and Strategic Ballistic Missiles • Friendly Force Tracks (beacons/transponders) • Commercial/Mil Shipping Awareness • Commercial/Mil Air • Space Satellite Vis • Capabilities planned to deploy within ISAF

  14. INTEROPERABILITY CHALLENGES • Limited interoperability testing opportunities. • Dissimilar data formats and standards for C2 System Functional Areas (such as Ground, Air) are getting closer. • Lack of clearly defined requirement for US Coalition interoperability. • Inadequate resources to fund and sustain established interfaces. • Lack of Defined and Harmonized Terms of Reference. • Security constraints in both the US and NATO environments. • Network configurations

  15. IMPROVEMENTS FROM CWIDS • Allowed for changes to the AdatP3 format decoder based on findings. • Validating JPASS-C interoperability. • Provided expanded interoperability trails with NATO-primary systems as well as various partners. • Incorporated enhancements to both existing and new systems (both network centric and point-to-point) • Established a way ahead for the FFT shared environment.

  16. INTEROPERABILITY ACIEVEMENTS • GCCS-J ability to; • Receive, transmit and display NATO ATO/ACOs provided by both ACCS and ICC • Decode and receive various formats (such as JREAP, MIP, and NFFI) from NATO • NIRIS (RAP) sharing various formats including JREAP-C • Various national systems exchanging data using MIP and NFFI standards. • Decode and display NATO-sponsored system-data (such as ICC) • Send, receive, decode and display ADAT P3 messages (from a variety of systems both NATO, such as JCOP IOC – LC2IS, and individual countries) • Interface with JCOP and receive NVG graphics/track overlays • Provided the overall NATO and US COP while providing data to each command center (ACC, LCC, MCC, and DJTF). • Allowed execution in a more seamless environment

  17. BENEFIT TO THE WARFIGHTER • Situational Awareness information is more seamless with NATO Forces. • Provides data processing and handling with limited war fighter involvement. • Staff Planning and execution on US GCCS-J systems will be more efficient for the US environment. • Improved Friendly Force Tracking will reduce fratricide. • Enhanced NATO/US data flow. • GCCS-J provides an automated method of transferring, receiving, and synchronizing data across the battlespace. • GCCS-J is the mechanism for a distributed data processing and exchange environment that allows each AOR to tailor the view to their role. • Warfighting Combat Power is multiplied with increased Situational Awareness and Battlespace awareness.
