Background City & County GIS operations vary in their success, level of development & capability Municipal GIS operations are lean and compete for scarce resources A means of cost-effective municipal GIS maturity assessment is lacking URISA Municipal GIS Capability Maturity Model
Development of the GISCMM • Originated as a personal academic exercise supported by the KCGIS Center and King County’s strong performance management/measurement culture Built upon familiarity with the SEI CMM Development coincided with the NSGIC GMA URISA Municipal GIS Capability Maturity Model
Development History • Developed in 2009 and completed by 31 Washington State cities and counties • Presented at Washington and Oregon GIS conferences and at the 2009 URISA AC • Recent discussions with the Taiwan GIS Center and Taiwan GIS Society URISA Municipal GIS Capability Maturity Model
Municipal GIS Capability Maturity Model Overview • Combines typical CMM process focus with infrastructure status assessment • Current draft GISCMM based on self assessment • 21 enabling capability components focus on data, technology, infrastructure, staff, funding, etc. • 14 execution ability components focus on staff processes URISA Municipal GIS Capability Maturity Model
NGAC Governance Subcommittee Metrics Whitepaper • The GISCMM provides potential to deliver metrics on local agency progress towards developing/maintaining NSDI
Who is Involved • King County • Liaison with NSGIC GMA Committee • URISA BOD
Current Activity • Used to inform State of Georgia geospatial capacity survey • Being translated into Mandarin for use by the Taiwan GIS Center & the Taiwan GIS Society • Half day workshop at GIS-Pro in Orlando next week
Next Steps Under Consideration • Future URISA involvement TBD • Revisions/additions to the draft model • Development of an approach similar to the Green Building Council LEED Certification program • Appropriate role informing the NSGIC GMA and the COGO Geospatial Infrastructure Report Card
