STATEMENT OF PROBLEM “The people living along the flood plains of both the major and minor rivers of Nigeria even though illegally are constantly being ravaged by the menace of flooding and this keeps recurring without any end in sight posing a problem of undue stress to the agencies of Government saddled with Emergency Management responsibilities when these disasters occur. Their habitation along the flood plains also creates extended flood Damage as the saying that water must find its level.” NSE AGM ABUJA 2013
