INTRODUCTION WHAT IS A FLOOD PLAIN? • Is an area of low lying ground adjacent to a stream or river that stretches from the banks of its channel to the base of the enclosing valley walls and experiences flooding during periods of high discharge • WHERE ARE THEY FOUND? • Are they HABITABLE? STATEMENT OF PROBLEM “The people living along the flood plains of both the major and minor rivers of Nigeria even though illegally are constantly being ravaged by the menace of flooding and this keeps recurring without any end in sight posing a problem of undue stress to the agencies of Government saddled with Emergency Management responsibilities when these disasters occur. Their habitation along the flood plains also creates extended flood Damage as the saying that water must find its level.” NSE AGM ABUJA 2013

A FOOD FOR THOUGHT • A total of N17.6 Billion was released by the Federal Government as a palliative measure in 2012 Flooding as was distributed as follows: STATES – N13.3 BILLION FEDERAL AGENCIES (NERMA, FMOW,FMENV, Refugee) – N4.3 BILLION • CATEGORY “A” STATES – OYO, KOGI, BENUE, PLATEAU, ADAMAWA, DELTA, BAYELSA, ANAMBRA – N500M CATEGORY “B” STATES JIGAWA,KANO,BAUCHI,KADUNA,NIGER,NASARAWA,TARABA,CROSS-RIVER,EDO, LAGOS, IMO – N400M NSE AGM ABUJA 2013

FACTORS DETERMINING THE EFFECTS OF FLOODING (1) THE LEVEL OF PREDICTABILITY: This affects the timing, accuracy and communication of warnings given before a flood (2) THE RATE OF ONSET OF THE FLOOD: How quickly the water arrives and the speed at which it rises will govern the opportunity for people to prepare and respond effectively for a flood (3) THE SPEED AND DEPTH OF THE WATER: This dictates the level of exposure of people and property to a flood (4) THE DURATION OF FLOOD: This takes care of the time that the volume of water lasted in a given area.
