UNE to SPA Access Project Management Overview The purpose of this overview is to familiarize customers with Access Project Management’s role and the process flow to convert circuits from Unbundled Network Elements (UNE) to Special Access (SPA) during “no physical work required” conversions.
UNE to SPA Access Project Management Overview cont. Access Project Management • Assists customers during the UNE to SPA conversion • 15 or more circuits will qualify for Project Management assistance • Oversees the entire order flow • Provides status feedback to customer • Negotiates project quantities and timelines
Project Flow Each project will include 4 project stages • Planning • Initiation • Execution • Closeout
Project Planning • Customer provides circuit conversion list to BellSouth CLEC Care Local Support Network Sales Engineer • CLEC Care provides circuit conversion list to Project Management • Circuit conversion list must remain unchanged throughout the project (no additions)
Project Planning cont. • Account Team, CLEC Care, Project Manager, and Customer • Conduct Scope call • Review list of circuits • Do we want to reuse the serial ID? • Example: 22.HCFU.123456..SB to 22.HCGS.123456..SB • Advise of unique requirements • Define Project Scope
Project Initiation • Project Manager • Builds Project Package • Conducts Kickoff call • Introduces project to BellSouth internal team • Negotiates quantities and timelines • Advises team of unique project requirements • Confirms project
Project Execution DS0/DS1 • ICSC (Interexchange Carrier Service Center) • Builds Master ASR • Project Manager • Builds spreadsheet • Sends spreadsheet to PTOPS (Project TASKMATE Order Processing System) • Advises PTOPS to reuse or not reuse the serial ID
Project Execution cont. • PTOPS • Issues (1) disconnect and (1) add order per circuit • ICS Mechanization • Monitors for order design • If designed, the program deletes work steps to ensure circuit is not taken down by a field technician • Creates a records only work step to update the Central Office (CO) design records
Project Execution cont. DS0/DS1 • ICSC • Clears fallout from PTOPS • Project Manager • Updates customer and team with the orders and due dates (Customer will not receive a FOC when using PTOPS. The project spreadsheet will act as the FOC.)
Project Execution cont. • CPG (Circuit Provisioning Group) • Designs the disconnect order • Designs the add order • ACAC (Access Customer Advocate Center) • Ensures work steps are canceled • Verifies designs (ensures the add order reuses the disconnect design) • Completes the add order on due date (DD) • CWINS (Customer Wholesale Interconnection Network Services Center) • Completes the disconnect order on DD + 1
Project Closeout • Project Manager • Ensures all orders complete and purge to billing • Sends Project Closeout to Customer and Team
Project Execution (DS3) DS3 • PTOPS does not issue the service orders • ICSC • Issues orders from spreadsheet • WMC (Work Management Center) • Deletes work steps to field
UNE to SPA Project Summary • Same overall flow for DS0/DS1 and DS3 • Planning • Initiation • Execution • Closeout
UNE to SPA Project Summary cont. • DS0/DS1 vs. DS3 Project Flow • DS0/DS1 uses mechanization to issue the orders • DS0/DS1 uses mechanization to delete the work steps • DS0/DS1 Adds are auto-test eligible (BellSouth will load the Project ID into the testing platform to ensure auto-testing is not performed)
