Background • Selected by the European Commission, Directorate E - Content • Funded within Activity 2.3.6.1:stimulating, encouraging and facilitating the participation of organisations from the New Member States (NMS) and the Associated Candidate Countries in the Information Society Technologies (IST) Programme

  4. Objectives • Develop the research agenda for the knowledge society in the 10 New Member States • Foster European partnerships and increase NMS participation in future EU IST activities • Ensure better access by researchers across Europe to essential European information resources.

  5. Specific goals • To support the 10 national libraries from the NMS, partners in the project, in becoming full members of The European Library • To raise awareness in NMS of opportunities for participation in EU projects, within the Cultural Heritage and Learning sectorsof the IST Programme THE PROJECT STARTED IN FEBRUARY 2005 AND WILL LAST FOR 2 YEARS

TheEuropean Library http://www.theeuropeanlibrary.org • An initiative established under the aegis of the Conference of European National Librarians (CENL) • A service providing unified access to the digital and non-digital resources of the 43 National Libraries of Europe TEL-ME-MOR will enable the integration of the resources of the 10 NMS National Libraries into The European Library Portal.

  7. Target audiences • Libraries, museums, archives • Educational institutions (schools, universities, etc.) • Government agencies and policy makers • Local authorities • Researchers • ICT Small and Medium Enterprises (SMEs) • Individual users

Activities • Identification and analysis of research needs and priorities in the Cultural and Learning sectors in NMS, to ensure their being taken into account in future EU research programmes (WP1) • Implementation of technical infrastructure to enable integration of the collections from the 10 NMS’ national libraries into The European Library (WP2) • Development of the multilingual capabilities of the network (WP3) • Awareness building & dissemination(WP4) • Management and coordination (WP5)

  9. Work in progress - Analysis of research needs • Completed investigation on the analysis of research activities and needs of National Libraries in NMS • Held 10 national workshops to discuss current R&D situation and requirements in National Libraries in NMS – June

  10. Work in progress - Implementation of the technical infrastructure for resource integration • Performed a requirement analysis of the 10 national libraries to identify the work needed in each NMS’ partner library to join The European Library • Held validation workshop on requirement analysis (The Hague, 21-23 September) • Conducted a study and produced a report on UNICODE capabilities and requirements of NMS’ partners

Work in progress - Awareness raising & Dissemination • Set up project web site: http://telmemor.net • Created 10 local language web sites • Produced first issue of project newsletter • Project events: - Held 10 national workshops in each of the New Member States - June 2005 - Organisation of 3 regional events in Poland (April 2006), Slovenia and Hungary (May 2006) - IN PROGRESS

Work in progress - Awareness raising & Dissemination • Participation in European and international events: • E-Content Plus Info Day, Luxembourg, 15 June • Info Day on IST Call 5, Luxembourg, 16 June: TEL-ME-MOR presentation at Networking Session on ‘Access to Digital CULTURE & SCIENCE objects’ • IFLA 2005, Oslo, 14-18 August: TEL-ME-MOR poster session and project presentation at CDNL Meeting & other sessions • CENL Annual Meeting & TEL-ME-MOR Open Forum, Luxembourg, 28-29 October.

Work in progress - Awareness raising & Dissemination • Disseminated information in NMS on opportunities for participation in: • CALL 4 - published in December 2004 and closed on 22 March 2005 • CALL 5 - opened on 18 May and closed on 21 September. Strategic Objective 2.5.10: 'Access to and preservation of cultural and scientific resources‘ • E-Content + Call now open, closing 24 November. Areas addressed: geographic, educational, cultural, scientific and scholarly content + reinforcing cooperation between digital content stake-holders.

Work in progress - Awareness raising & Dissemination • Organisation of Information Day in the National Library of Estonia 29 June • Facilitation and support to Information Days organised by other NCPs in other NMS, including when possible presentation of TEL-ME-MOR • Extensive dissemination of information about all calls via website, mailings, newsletter

Produced Deliverables • Analysis of Research Activities and Needs of National Libraries from the New EU Member States (D1.1) • 10 National Awareness Workshops (D1.2) • NMS’ Requirements Analysis Report (D2.1) • TEL-ME-MOR development and implementation plan for NMS and The European Library (D2.2) • Report on TEL Unicode Requirements (D3.1) • 1st issue of Project Newsletter (D4.3.1) • TEL-ME-MOR website – http://telmemor.net (D4.1-4.2.1) • 10 web sites in the local languages of the NMS partners (D4.2.2)

  16. Resources • Planned, 66% in year 1 • Actual, 26% in month 6 (33% budgetted) A little slow, but close....

  19. Impact and expected results • TEL-ME-MOR raises the profile of National Libraries within the EU, especially within the NMS • It offers NMS Partners, new to EU programmes, a valuable opportunity to gain experience and build capacity • It publicises the IST Programme and raises the profile, nationally and internationally, of cultural sector institutions • It will ensure that the NMS National Libraries join The European Library more rapidly • It will define requirements for character set support and investigate cross language questions • It will ensure that the areas of research in which National Libraries have an interest are included in future EU programmes.
