Objective of the e-Govt. Magt. Course • To help the participants understand basic concepts of e-Governance and endow them with adequate knowledge to identify and address issues as well as challenges for e-Governance implementation in their respective workplaces • To enable trainee officers to plan and implement e-government projects in the public sector with a view to bringing in increased efficiency and transparency and benefits to citizen 5
Objective of the e-Govt. Magt. Course • To develop the participants as trainers by inculcating expertise and confidence in them to deliver the e-Government Management educational programmes on going basis • To give the participants basic ideas of computer network environment, comprehensively orient them with ICT tools and enable motivate them to introduce ICT tools for data management & improving public services in their respective organizations. 6
Objective of the e-Govt. Magt. Course • To impart requisite knowledge and technical know-how to plan and oversee the use of ICT in the public sector; and • To enable the participants to assess current needs and accordingly design and offer training programs to increase public sector manager’s knowledge of ICT and e-Government Management. • To help officers and managers (in public sector organizations) so that they can improve the situation of their country and their citizens with IT. Relevancy of E-government in LDCs • Streamlined government processes; • Excellent cost-efficiency; • Faster government services; • Greater public service efficiency; • Mobile-phone accessibility; • Promotes citizen activism; • Encourages an ICT-literate population.
Challenges for I.T. Management / e-government in LDCs • Need knowledge of ICT and people management • Organizational leaders may not understand ICT • Reluctance to resource ICT properly • Organizations depend on critical systems – reliability essential • I.T. systems large and complex • Globalization of I.T. systems (eg Internet applications) • Rapid technological change • Officers find it hard to express requirements • Officers resist to change
What e-government managers need to know The successful manager has knowledge of: • I.T. IT Versus IS: Information Technology (IT) consisted of all hardware and software and communications that support information systems or what a firm needs to use in order to achieve its business objectives, where Information system (IS) refers to a set of interrelated components (collection, processing, storing and distribution of data) to support decision making and help mangers and workers analyze problems, visualize complex subject and create new products. (Laudon and Laudon, 2007)

Scope of e-government in RRI • Timely response & inter departmental cooperation (specially between MoWR & RRI). • Developing simple working process to provide better service efficiently and effectively. • Proper utilizing of existing resources (like Human resources, LAN, website, Sophisticated software & equipments.) • Broad bandwidth connection is very essential for access to information all over the world. • A database of River Systems of Bangladesh may be created. • A database of RRI manpower should be developed for different decision making quickly. • Website development for representing RRI activities and resources. • A ICT Business Case can be taken for e-government.
Challenges for e-government in RRI • RRI has no vision / No specific roadmap • Lack of manpower (SO+AP)/ skill personnel • Need highly structured management system • Need knowledge of ICT for RRI leaders(H. officials) • Ensure legal benefits in due time • Rapid technological change • RRI is passing critical time-reliability essential • Managers resist to change • Need controlled environment • ICT today is not only a matter of choice; it is the question of our existence in this information age.
Recommendations for e-government in RRI • Need a good leader (who has championship) • Should be set a vision and a specific road map. • Should be changed mind set & attitude. • Immediately should be recruited entry level officer (SO and AP) • Should be started e-government management (through developing business process/working process). • Broad bandwidth connection is very essential for access to information all over the world. It would be helpful to keep all scientist up-to-date knowledge & technology &…………….
Recommendations for e-government in RRI…..contd. • Legal benefits should be provided in time. • Dormitory system should be provided. • A database of RRI manpower should be developed for different decision making quickly. • A database of River Systems of Bangladesh may be created. • RRI PABX should be run immediately to improve connectivity . • In house training should be started. • Incentives should be provided to concerned personnel. • Start from yourself to do something.
