2. Initiatives • New York State Small Business Task Force. • NY State Energy Sector Partnership (SESP) under USDOL’s $500M Green Jobs Training Grants.

3. New York State Small Business Task Force • Convened by Governor Paterson in July 2009, and directed to: • Develop strategies to expand the role of small businesses; and • Provide support for small businesses to expand and flourish. • Comprised of State government officials and non-governmental business experts appointed by the Governor. • Final report of the Task Force released on 12/01/09. • New York State Small Business Task Force, Report and Recommendations, December 2009. New York State Small Business Task Force • The Final Report identifies initiatives across four areas to spur growth and to make doing business easier in NYS. • Increase access to capital. • Reduce red tape and provide regulatory reform. • Strengthen training and technical assistance for business owners, employees and aspiring entrepreneurs. • Improve access to, and awareness of, available State resources. • Key initiatives related to Workforce are: • Layoff Aversion • On-the-Job Training (OJT)

5. New York State Small Business Task Force • Layoff Aversion strategies – Identify distressed businesses, and intervene to avoid closure, layoffs or WARN Notice. • Early Warning Dashboard to identify distressed businesses. • Menu of services in collaboration with State agencies, Local Workforce Investment Boards (LWIBs) and partners. • Business Turnaround Consultant Services. • Employee Stock Ownership Plan Option. • OJT programs – Enhance worker productivity. • LWIBs work with business management to develop training plans for specific employees; and pay up to 50% of the employee’s wages for a maximum of 26 weeks.

6. USDOL $500M Green Jobs Training Grants • USDOL released five Green Jobs Training solicitations on June 24, 2009. • State Labor Market Information (LMI) Improvement – $50M. • Energy Training Partnerships – $100M. • Pathways Out of Poverty – $150M. • State Energy Sector Partnership (SESP) and Training – $190M. • Capacity Building – $5M. • NYSDOL applied to the following solicitations: • State LMI Improvement. (3 applications awarded 11/18/09) • NYSDOL State-level grant – $1,112,207. • Two (2) Consortium grants – $3,999,923 & $3,753,000. (Total $7,752,923) • SESP and Training. NYSDOL applied for $6M. (Awards expected to be announced in Jan. 2010)

7. State LMI Improvement Grant - $1,112,207 • Quantify jobs in NYS’s Clean Energy Industry. • Estimate job creation resulting from clean energy investments. • Identify emerging skills and training capacity. • Assess labor supply and labor demand. • Facilitate job matching thru a green jobs portal. • Partners. • SUNY System Office of Business and Industry Relations. • SUNY Albany College of Nanoscale Science and Engineering, Energy and Environmental Technology Applications Center (E2TAC). • Advanced Energy Research Technology Center (AERTC) at Stony Brook University. • NYC LMI Center at the CUNY Graduate Center.

8. New England Consortium LMI Grant - $3,999,923 • Consortium of eight New England states – VT (fiscal agent), CT, MA, ME, NH, NJ, NY, RI. • Other Partners – Georgetown University’s Center on Education and the Workforce; The Conference Board; and Direct Employers Association/NASWA Partnership (Job Central). • Proposal: • Determine current demand (short-term projections). • Build a taxonomy of skills and technologies using the Conference Board’s “Help Wanted Online Database” and Burning Glass. • Create a green jobs portal, web service tools and national green jobs bank are planned.

9. Nevada Consortium LMI Grant - $3,753,000 • Consortium of eight states – NV (fiscal agent), CO, FL, IL, NC, NY, TX and UT. • Proposal: • Enhance the labor exchange infrastructure and LMI to promote career opportunities within clean energy industries. • Determine occupational projections. • Develop, test and implement new software to capture clean energy job activity.

10. State Energy Sector Partnership & Training • Requests $6M to advance a NYS clean energy sector strategy (maximum award amount). • Establishes a State Energy Sector Partnership (SESP) as a sub-committee of the SWIB. • State agencies, private and public industries, non-profits, educational institutions and labor organizations. • Establishes nine regional project teams to address the region’s workforce needs. • Leverages NYSDOL’s Regional Transformation Sectors Strategy (13N) initiative.

11. State Energy Sector Partnership & Training • The application was prepared by • NYSDOL (Co-chair). • NYS Energy Research and Development Authority (NYSERDA) (Co-chair). • Governor’s Office. • Deputy Secretary for Labor and Financial Regulation. • Assistant Secretary for Renewable Energy. • Long Island Forum for Technology (LIFT). • New York City LWIB. • Workforce Development Institute. • Empire State Development Corporation. • NYS Division of Housing and Community Renewal.

12. State Energy Sector Partnership & Training • Leveraging is a fundamental principle of the strategy. • Allows effective and optimal use of public investment in job creation, workforce development and pathways out of poverty. • About $1.22B in public investments are relevant to the State’s energy sector strategy across two categories: • Jobs (labor demand) – about $1.14B to create and retain jobs in RE and EE industries; and • Workforce Development (labor supply) – about $78M to provide workers with requisite knowledge, skills and abilities to be productive in the jobs.

13. State Energy Sector Partnership & Training • Jobs investments: • $98M – Renewable Portfolio Standard (RPS) collections in 2009 (PSC RPS Order, 9/24/09); • $172M – Energy Efficiency Portfolio Standard (EEPS) collections in 2009 (PSC EEPS Order, 6/23/08); • $70M – Green Jobs – Green New York Act • $500M – Weatherization Assistance Program (WAP); • $123M – State Energy Program (SEP) under ARRA funding; and • $175M – Energy Efficiency and Conservation Block Grant (EECBG).

14. State Energy Sector Partnership & Training • Workforce Development investments: • $44.5M – Unskilled unemployed worker training (NYSDOL & OTDA). • Emerging and Transitional Worker ($15M), Disconnected Youth ($5M), Career Pathways ($17.5M), and Green Jobs Corp. ($7M). • $7.7M – Regional sectors initiatives (NYSDOL). • $6.6M – Workforce funding by the PSC under the EEPS. • $4M – Workforce funding under GJ-GNY (funded through RGGI). • $4M – Capacity (NYSERDA and PSC) for the network of 10 residential EE learning centers (i.e., Centers for Energy Efficiency and Building Sciences). • $1.9M – Knowledge Transfer and Accreditations-Certifications (NYSERDA). • $9M – Energy efficiency and building performance training (NYSERDA) under the System Benefit Charge (SBC) programs.

15.
