N2O Climate Change & Air Quality • Burning fossil fuels release both: • Heat trapping greenhouse gases • Air pollutants responsible for: • Smog, • Health problems • Reduce visibility • Diminished quality of life
ICLEI’s Cities for Climate Protection (CCP) Campaign • Largest ICLEI program • Over 700 participants worldwide • 160 participants in U.S. = 19% of U.S. GHG emissions
Results from US CCP Participants Cumulative local actions have a positive impact on global climate change. • 23 million tons of eCO2 reduced • $535 million saved in fuel costs • 4 million MWh of electricity savings • 74 million gallons of gasoline savings
Project Approach • Step 1 – Project Start-Up • Step 2 – Inventories • Step 3 – Forecast Emissions • Step 4 – Reduction Strategies/Control Measures • Step 5 – Identify a GHG Emission Target • Step 6 – Formulate and Approve Local Action Plan • Step 7 – Criteria Air Pollutant (CAP) Analysis Formulate Milestones 3, 4 & 5 Strategy
Step 1 – Project Start-Up • Identification of project team participants • Technical team • Advisory committee • Review of background information • Kick-off meeting
Step 2 - Inventories A 2002 inventory will be developed, which will include: • Corporate and community emissions • Greenhouse gas and criteria air contaminant emissions • Emissions resulting from energy consumption and solid waste decomposition
Steps 3 – Forecast Emissions • A forecast of GHG and CAP emissions will be developed for 2030 • Projections are based on growth indicators (e.g. number of employees, population, and etc.) • Forecast provides a benchmark for emissions against which planning decisions will be made
Step 4 – Reduction Strategies/Control Measures • Advisory committee will identify and quantify historic and existing measures • Advisory committee will assemble in workshop to brainstorm potential new mitigation measures • ICLEI will facilitate workshop and bring knowledge of best practices and lessons learned by other communities
Step 6 – Formulate and Approve Local Action Plan • Form, implement & monitor Local Action Plan • Identify partners – internal & external • Define roles & responsibilities • Formulate timeline • Establish budget • Design reporting process • Adoption by Council and Board of County Commissioners
Step 7 – CAP Analysis • To be undertaken in conjunction with GHG analysis • To ensure GHG mitigation strategies are congruent, and where possible, enhance air quality goals • To enhance achievement of goals outlined in DCHC 2030 LRTP

Role of Advisory Committee • Provide information for inventory and forecast development, where necessary and possible • Share knowledge of existing mitigation measures • Participate in the identification and selection of new mitigation measures for the community sector • Review draft inventory results, forecasts and local action plans and provide feedback for improvement • Champion the implementation of the local action plan and wherever possible, demonstrate leadership in mitigation
