1996 Lab Review • Reviewers: Behnke; Green; Ronn; Siscoe • ERL Director Assessment, based on his and reviewers’ perceptions: Solid grasp of mission; strong and effective leadership; personnel well motivated and enthusiastic; recent hires have strengthened lab; current numbers of personnel may not be adequate to meet expectations [though] the staff is unlikely to increase; credit for replacing antiquated computer system and using WWW; “The solar cycle is very predictable….” “…greater interactions with …NASA can help with operational issues.”; supportive of fostering a value added services industry
1996 Lab Review, Conclusions and Actions • SEC’s “…function should continue … no significant course changes are required.” • “…no reason to expect budget increases. Therefore,…take actions to [meet]…expectations for products and services…within…funding allocated…in FY96.” “…work with NCEP/EMC, who may wish to contribute their expertise in modeling and data assimilation.” • Prepare a Strategic Plan • Assure access to real-time solar wind data; replace computer system;establish the Rapid Prototyping Center; transition numerical models to operations
Accomplishments (examples) • Realtime solar wind data (DoC Gold Medal) • Transitioned four numerical models into routine or test operations; more on the way • Using SOHO (and, soon, IMAGE) data routinely (VP Al Gore Hammer Award) • Space weather services industry is started • NOAA Space Weather Scales successfully introduced and being implemented • Public and colleagues far more aware of space weather and its effects
Staff Attributes • SEC succeeds because of its staff: • Hardworking, expert, talented, resourceful, cheerful and collegial in the face of adversity; no deadwood • Overworked, as resources and staff dwindle faster than mission
Community Leadership • Founder and participant in U.S. National Space Weather Program; co-Chair, Committee on Space Weather; encourager of ESA’s and Japan’s space weather programs • Secretary; International Space Environment Service (ISES) • Leaders in: SHINE, GEM, CEDAR • Major roles in: Living with a Star; Space Architect study • Plan and convene annual Space Weather Week and its Research to Operations component
SEC’s Centrality and Vitality • Peer Approval —SEC sought after on proposals to NASA, NSF and DoD and as proposal reviewers; serve on numerous advisory committees and as invited speakers; popular workplace • Research community appreciates that SEC translates their results into ops and user needs into scientific problems • User community gets data, services, and access to scientists through SEC • Vendor community needs SEC for its raw materials • SEC funnels solar-terrestrial data to the national archive (NGDC) • Other agencies use SEC to synthesize their contributions (data, research, dollars)
