HIV Epidemic in PNG • First reported HIV case in June 1987. • Reported to have a generalized epidemic in 2004 (now - concentrated on MARPS) • Latest Prevalence 2014 is o.65% ( in 2013: it was 0.52% , 0.9% in 2011 and 0.79% in 2012) • Main mode of transmission is unprotected heterosexual intercourse followed by perinatal transmission.

  3. Governments Response to the Epidemic • The Government is committed to reduce the burden of communicable diseases like HIV/AIDS and STIs in general. That has been reflected in the National Health Plan 2011 – 2020 and is prioritized in the 8 Key Result Areas (KRAs); KRA6 Reduce the burden of communicable diseases. • The two Government institutions, National Department of Health and National AIDS Council Secretariat have aligned key program activities in HIV and STIs to support the Government’s three priorities which are Free Health Care Services and Subsidized Specialist Health Services, Infrastructure rehabilitation, and Medical Supplies.

  4. Harnessing Partnerships • Health Sector: • Traditionally: Churches (50%) • Recently: (NHP 2011-2020:“Health is Everyone’s Business”) with PPP Policy 1n 2014 • NAC: “Multi- Sectorial Response” • Merger with NDOH

National health plan 2011-2020: Our Vision: A healthy and prosperous nation that upholds human rights and our Christian and traditional values, and ensures affordable, accessible, equitable and quality health services for all citizens Our Mission: Improve, transform and provide quality health services through innovative approaches supporting primary health system development and good governance at all level

  6. Priorities of the Health Sector set by the GoPNG 1. Free Primary Health Care & Subsidized Specialist Care Policy 2. Health Infrastructure Improvement 3. Medical Supplies 4. Provincial Health Authority 5. Health Workforce Development 6. Church Health Services 7. Improve Governance

NHS 2011-2015 • Purpose : The National HIV and AIDS Strategy is the overarching framework for everyone at all levels to guide and drive the expanded response to HIV, AIDS and STIs in PNG. • Overarching Goal: To reduce the transmission of HIV and other STIs and minimize their impact on individuals, families and communities.

The guiding principles of the National HIV and AIDS Strategy • Human rights are respected • Gender is always integrated into the HIV response • Greater involvement of people living with HIV • Community participation and mobilization • Empowerment • Leadership • Evidence-informed approaches and prioritization

  9. Guiding principles cont.. • Cultural practices • Religion • Flexibility and responsiveness • Accountability • Capacity • Systems strengthening • Partnership and collaboration • Sustainability and self-reliance

  10. 3 Priorities of NHS Priority area 1: Prevention • 3 Strategic priorities for prevention: • Reduce the risks of HIV transmission • Address factors that contribute to HIV vulnerability • Create supportive and safe environments for HIV prevention.

  11. Priority area 2: Counseling, testing, treatment, care and support 2 Strategic priorities 1. Scale-up HIV counseling and testing 2. Expand treatment, care and support services Priority area 3: Systems strengthening 3 Strategic priorities: 1. Improve strategic information systems 2. Strengthen the enabling environment for the national HIV response 3. Strengthen organizational and human capacity for coordinating and implementing the NHS

Stakeholders supporting the NHS in achieving these strategies and delivering health care in PNG. • Collaboration for Health in Papua New Guinea (CHPNG), Caritas Australia, MOU with NDOH in delivering IMAI for the pacific islands with support • National Association of People Living with HIV, Australia (NAPWA) associated with PLHIV groups in PNG and provide continued networking and collaboration activities

Stakeholders supporting the NHS in achieving these strategies and delivering health care in PNG. • PNG Catholic HIV/AIDS Service (CHASI) - Government and Church Agreement - major support of PNG Health systems - recently Government signed an MOU to support the increase of salary emoluments • PNG Sexual Health Society, • Training in STI/HIV clinical care guidelines • Igat Hope

  14. Conclusion • PNG has a NHS Plan, it has a NHP it has strong Partnerships to respond to the HIV Epidemic • Progress made from a Generalised Epidemic to a Concentrated one is to be applauded • At the “crossroad” now, PNG, requires the sustained concerted effort by all to get the job done
