Regulatory Structure, CSN duties • The Ministry of Industry grants all permits for nuclear plants: construction, operation, major modifications… • According to Law, CSN issues binding reports for any decision in whatever related with nuclear safety (NS), radiological protection (RP) • CSN is also in charge of supervision, inspection, enforcement of all nuclear and radioactive installations, activities • CSN may issue regulations, standards in whatever related with NS RP, as well as requests to individual licensees • CSN has a policy for publishing all standards, CSN meeting minutes and technical reports supporting its decisions, all inspection reports, results of NPP performance assessment (SISC). 6. 5. Use of IAEA Safety Standards • Whenever CSN prepares a new standard, the starting point is the available IAEA standard. Other standards are used, e.g., US NRC ones, when elaborating specific details • A particular case is the WENRA Project (to which Spain is committed), whose “levels of reference” stem from IAEA standards to a great extend • CSN standards are completed with lessons learned from our own experience, but they can not contradict IAEA ones • Used by CSN for self assessment in the preparation of the 2008 full scope IRRS Mission: action plan derived from it, part of it still pending to be completed

Specific areas where NUSSC can assist Participation of Spanish experts in consultant meetings is not only a contribution, but also an opportunity to exchange information, approaches, experience that improves our work methods At this moment, NUSSC website allows a better knowledge of standards and activities, so that the main limitation to participate is the limited human resources of CSN, Spain nuclear community The main assistance consists of producing high quality standards, technically well sound and implementable
