11. 11 CMS/ID is the centerpiece of a Navy Career Tool suite designed to empower Sailors to take an active role in the management of their professional growth, personal development and career planning.
CMS/ID is the Sailor facing component of the distribution system. CMS/ID provides a web based tool that enables Active, Selected Reserve and Full Time Support (FTS) Sailors the ability to view future jobs, CCC’s (and Detailer’s) to submit job applications on behalf of Sailors, and enables commands to review and comment on incoming Sailor applications.
CMS/ID displays Sailors personal data, skills and preference matches to current job openings that shape a Sailors expectation prior to applying for open jobs.
12. 12 CMS/ID Afloat which rides on the Navy Information Application Product Suite (NIAPS) is synchronized with the Ashore CMS/ID server by a process called “Data Replication”
During the replication process, Afloat and Ashore servers exchange compressed data files called amendments. Only data changes since the last generated amendment are transferred
Per CNSF MSG DTG 281732Z, automated replication from Afloat to Ashore is to occur at a minimum six times a days. The Ashore server replicates to each ship once a day at 0200 CST
To monitor the NIAPS server, a Content Health Indicator Tool (CHIT) is available for shipboard personnel while the Health and Monitoring System (HAMS) is available for off ship personnel
13. 13 Released 13 November 2008
Sailor submit own application beginning July 2009. Reserve personnel already submit own applications
Global War on Terror Support Assignment (GSA) moved to distinct purple color. GSA jobs table added to Sailor, CCC, CMD REP and Detailer homepages
Electronic NEC Details provides users an active NEC link to view the details for each NEC and allows the user the ability to view Course Identification Number (CIN) information that includes class convening schedules
Active Reserve Integration (ARI) aligns Active and Reserve functionality which sets the cornerstone for future Active and Reserve personnel on/off ramps
14. 14 AC and RC Sailor submits own Application “online” Sailors access career information within the application.
Reduces Sailor dependence upon the CCC for basic information.
Reduces need to consult external references for job details.
CMS/ID returns valuable time to Counselors.
Sailors do not waste time applying for jobs for which they are not qualified.
Senior Sailors can apply for jobs directly, rather than rely on the CCC.
CoC and CCC can use TIME SAVINGS for Sailors who need or want more help and attention.

18. 18 Compare Jobs side-by-side CMS/ID > Jobs
This is an example of what Sailors see when viewing and comparing potential jobs. If a Sailor were to select “Job 1” and then select “View Requisition Detail,” a new page would display a detailed job description, homeport, tour length, tour details (accompanied vs. unaccompanied), NEC requirements, Women at Sea, etc.
Sailors will view “indicator lights” for Skills, PCS Costs, Preference, and Policy matches. “Policy” is Navy regulations that influence whether or not an individual Sailor is authorized to fill a specific job. An example would be the limited number of dependents that Sailors may take to overseas assignments, or the fact that Sailors must have the correct level of security clearance in order to perform specific work.
A Green light indicator tells the Sailor they are a good match to the billet. The Sailor holds the required NEC and/or is the right Rating and paygrade, is within nominal PCS costing, and matches the duty preference sheet.
A Yellow light indicator is advising the Sailor that they are a fair match to the billet. The Sailor may not hold the required NEC, but can attain the NEC enroute; paygrade does not match but the possibility to substitute exists; or PCS costs are slightly outside the nominal PCS costing. Sailors are encouraged to discuss their duty preference sheet with their Command Career Counselor or Detailer.
A Red light indicator is advising the Sailor they are not a match to the billet. The Sailor does not hold the required NEC and is unable to attain the required NEC enroute; paygrade does not match; or the PCS costs far exceed nominal costing. Sailors are encouraged to discuss their duty preference sheet with their Command Career Counselor or Detailer.
CMS will use Rate, Rating and NEC data until further notice.
NOTE – If you see a Yellow Triangle with Exclamation Mark in the “Pref Score” column, you need to update your Duty Preferences!
