  3. National Disaster Medical System (NDMS) … Providing Critical Care for the Nation.

  4. National Disaster Medical System • Includes 105 teams which respond during disasters when activated by FEMA (Federal Emergency Management Agency) now part of the Department of Homeland Security. • Teams include DMATs, VMATs, DMORTs, specialty teams (BSTs, NBCs, IMSURTs and USARs).

  5. Acronyms • DMAT: Disaster Medical Assistance Team • VMAT: Veterinary Medical Assistance Team • DMORT: Disaster Mortuary Response Team • BST: Burn Specialty Team • NBC: Nuclear, Biological, Chemical Team • IMSURT: International Medical Surgical Team • USAR: Urban Search and Rescue Team

DMAT • After a natural disaster or terrorist event, NDMS, through its Disaster Medical Assistance Teams (DMATs) provides medical care in austere conditions, including pre-hospital, ambulatory and in-patient care, medical transportation, patient evacuation, and other medical duties as required.

VMAT • VMAT has the capability of setting up a full field hospital, and can provide medical care for pets, search and rescue dogs, livestock, wildlife and even zoo animals if the need arises. • They may also be activated to assist with food safety concerns, zoonotic disease, terrorist events and toxicological problems.

  8. DMORT • Disaster Mortuary Operational Response Teams (DMORTs) assist the National Transportation Safety Board (NTSB) in the aftermath of airline and other transportation disasters.  • Other assistance includes providing to work with local medical examiners in the identification of victims, provision of mortuary services, and assistance to the families of the victims.  • 10 DMORTs are located throughout the U.S and an additional DMORT was created to be able to deal with contaminated victims of a WMD event.

  9. IMSURT • The International Medical/Surgical Response Team (IMSURT) can rapidly deploy to sites overseas to provide on scene surgical as well as medical care in support of Department of State missions.

USAR • Urban Search and Rescue response teams are designed to provide a coordinated response to disasters in urban environments. • Emphasizing the location and extrication of victims trapped in collapsed structures, confined spaces, or trenches in largely populated areas, • USAR is capable of responding to State and National disasters including earthquakes, hurricanes, widespread tornadoes, and man-made technological and terrorist events.

  13. Importance of NDMS • Improves Federal Mission Readiness • Ability to Mobilize and Deploy Medical Teams, Supplies, and Equipment. • Ability to Provide Patient Evacuation System. • Ability to Provide Definitive Medical Care

NDMS • Supplement state and local medical resources during disasters and emergencies; • Evacuate patients to designated locations throughout the United States for casualties that cannot be managed locally; and • Support the military and VA health care systems during an overseas conventional conflict.

  15. NDMS meets the national need for the medical component of the National Response Plan, including medical care, in-hospital care, patient evacuation, mental health assistance, victim identification and mortuary services.

NDMS is also a partner in the military contingency program, and can be activated directly by the Assistant Secretary of Defense for Health Affairs.  • In the event of a military conflict that overwhelms the DOD and VA health care systems, NDMS will be available to provide medical care and hospital beds in over 2,000 private (non-federal) hospitals across the U.S.

Disaster Medical Assistance Team • Established in early 1980’s to assist communities where disaster results in medical needs that are greater than a community’s medical resources. • A mobile medical unit consisting of 35 medical and paraprofessionals personnel and ~22,000 lbs of equipment & supplies. • Deploy for up to 2 weeks.

Teams Members of NDMS • DMAT’S are a part of the National Disaster Medical System (NDMS). • Cooperative asset-sharing partnership: • Department of Health and Human Services • Department of Defense • Department of Veterans Affairs • Federal Emergency Management Agency • State and Local Governments • Private Businesses • Civilian Volunteers

Deployment • 35 member team – self sustaining up to 72 hours • Each Position 3 Deep for 105 total unit members • Purpose: to deal with medical and health effects of: • Natural Disasters • Technological Disasters • Major Transportation Accidents • Terrorist acts involving Weapons of Mass Destruction (WMD)

  20. NDMS Activation Criteria • Military Contingency – Overseas Conventional • Armed Conflict Involving U.S. Forces • Presidential Declaration of Disaster • Pre-position in Anticipation of an Event • Request for Major Medical Assistance

  21. DMAT’s have deployed with the FBI, DOD, Secret Service, U.S. Capitol Police and other law enforcement groups to Presidential State of the Union Addresses, Republican and Democratic national conventions, Presidential inauguration events, world summits, and other high profile events.

  23. Full Team - Total • 3 deep in each position • Total – approximately 105 people per unit • Recruitment – 150 mile radius (approx.) • 18 years of age or older • Good physical condition • Medical and non-medical positions

MN-1 DMAT • Sponsored by the Minnesota chapter of the American College of Emergency Physicians. • Established in May 2002 as a developmental team. • Upgraded to a level III local resource /augmentation team in January 2004. • 120 team members includes 15 MDs, 6 PA/NPs 40 RNs, 25 paramedics/EMTs, 8 pharmacists and pharmacy techs, 8 Respiratory Techs, 3 Mental Health, 8 Communications, Safety, Security and Logistics Officers.
