  3. Upgrading the Pacific Highway The Pacific Highway is part of the National Land Transport Network. The Australian and NSW governments have been jointly upgrading the Pacific Highway since 1996. Both governments have a shared a commitment to upgrade the 667 kilometre section of the Pacific Highway between Hexham (near Newcastle) and the Queensland border, as part of the Pacific Highway Upgrade Program to four-lane divided road. Currently, 346 kilometres of the highway has been upgraded to a dual-lane divided road. A further 73 kilometres are being constructed and environmental assessments or concept designs are being prepared on the remaining kilometres.

  4. Project background • The Warrell Creek to Urunga upgrade received project approval in • July 2011. • The 42 kilometre long project is being delivered in two sections: • The 20 kilometre section from Warrell Creek to Nambucca Heads. • - The 22 kilometre section from Nambucca Heads to Urunga.

  5. Warrell Creek to Nambucca Heads 20 kilometre section between Warrell Creek and Nambucca Heads: RMS is preparing the section for construction. RMS called for registrations of interest from prequalified contractors to design and build the Warrell Creek to Nambucca Heads in late 2012. RMS is expecting to call for tenders in the next few months with construction anticipated to start in June 2014.  The project team is continuing with pre-construction activities including geotechnical and environmental investigations and property acquisitions.

  6. Nambucca Heads to Urunga 22 kilometre section between Nambucca Heads and Urunga: Is in the procurement phase for building the upgrade. Abigroup Contractors Pty Ltd have been selected as the preferred tenderer for the design and construction. Detailed design will start in 2013 with construction expected to start in the second half of 2013.

January 2012 Procurement process for Nambucca Heads to Urunga section begins with the calling of Registrations of Interest February 2012 Registrations of Interest closes and assessment process begins June 2012 Formal tenders for the Design and Construction of the Nambucca Heads to Urunga section are invited Project timeline continued… September 2012 Tender period ends and assessment process begins December 2012 Abigroup Contractors Pty Ltd announced as the preferred tenderer for the Design and Construction of the Nambucca Heads to Urunga section Construction expected to start in the second half of 2013. Expected completion in 2016.

Key features • Key features of the project include: • Four lane divided carriageway. • No direct property access to or from the highway. • Grade separated interchanges at: Waterfall Way at Raleigh Ballards Road, south of Urunga Nambucca Heads • A continuous local road between Raleigh and Nambucca Heads. • A rest area for light and heavy vehicles at the Nambucca Heads interchange.

Anticipated program • Pre construction activities underway • Utility relocations. • Architectural noise mitigation. • Establishment of temporary site office at 21 Auld Close, Valla. • Detailed design. • Environmental preparations. • Substantial construction works expected to begin in the second half of 2013.
