9. Purpose and Mission of Title X in the Office of Family Planning • To make certain that people who want and need family planning services can receive them. Priority is for individuals from low income families. • Mission is to provide individuals with the educational, medical, and social services they need to plan their families • Includes preventive health services such as Pap smears, breast exams, HIV and STD tests, and other services related to reproductive health and family planning

Title X Program Priorities 2011 Link to Healthy People 2010 and Derived from Statute and Regulations • Assuring delivery of quality family planning and related preventive health services where evidence exists that those services should lead to improvement in the overall health of individuals, with priority for services to individuals from low-income families • Assuring access to a broad range of acceptable and effective family planning methods and related preventive health services

11. Title X Program Priorities 2011 • Providing preventive health care services in accordance with nationally recognized standards of care • Emphasizing the importance of counseling family planning clients on establishing a reproductive life plan and providing preconception counseling as a part of family planning • Assuring compliance with State laws requiring notification or the reporting of child abuse, child molestation, sexual abuse, rape, or incest. • Encouraging participation of families, parents, and/or legal guardians in the decision of minors to seek family planning services; and providing counseling to minors on how to resist attempts to coerce minors into engaging in sexual activities

Title X Program Priorities 2011 • Addressing the comprehensive family planning and other health needs of individuals, families, and communities through outreach to hard-to-reach and/or vulnerable populations, and partnering with other community-based health and social service providers • Identifying specific strategies for addressing the provisions of health care reform (“The Patient Protection and Affordable Care Act”), and for adapting delivery of family planning and reproductive health services to a changing health care environment, and assisting clients with navigating the changing health care system.
