Project background In Feb 2006 COAG agreed to two initiatives to improve take-up of RPL: • By Jan 2007, States & Territories will introduce contractual requirements for all registered training organisations and assessment centres in receipt of public funding to offer a quicker and simpler process to recognise the existing skills of all workers entering training; • An Aust Govt, State and Territory matched 3-year program, commencing on 1 July 2006. Commonwealth funding for this program will lapse on 30 June, 2009 Over the next 3-years Victoria will implement its Skills Stores Initiative. This will be a strong driver in accelerating the uptake of RPL within the sector. Funding of Victoria’s Skills Stores initiative will continue to 2010
RPL project target group Across a 3-Year period, there are 3 main target audiences for this project they are: • 13 Skills Stores • Victorian TAFE Institutes and RTOs responding to Skill Stores RPL requirements (Network Providers) • The wider TAFE environment
Timeline… • Year One - Jun to Dec 2007 = 5 Skills Stores • Year Two - Jan to Dec 2008 = 4 Skills Stores • Year Three - Jan to Dec 2009 = 4 Skills Stores
Activities Year One - June to Dec ‘07 • Implement an initial Training Needs Analysis to identify required professional development - 5 Skills Stores & associated Network Providers • Identify good practice in assessment techniques and evidence gathering tools • Prepare resources to support training • Provide specific RPL assessment training and associated professional development as identified in TNA to Skills Stores and associated Network Providers
Activities Year One - June to Dec ‘07 • Provide training to support effective and efficient RPL administration practices within Skills Store network providers - eg RPL administration and record keeping • Coaching & mentoring provision to support Skills Store network providers achieve required milestones • Provide generic RPL professional development to Victorian TAFEs • Evaluate programs to inform future rollouts in Years 2 & 3
