Purpose • Finding the most economical and effective measure to reduce CO2 emission from coal-fired power plants. • Considering electric power system and energy demand and supply structure. • Finding promising projects related to coal-fired power stations which are appropriate for Joint Implementation between Russia and Japan in the future • Finding a feasible program to be carried out through Japan’s CDM with China. Macro analysis of the power-system has been carried out to study the effect of the CO2 emission reduction projects targeting all coal-fired thermal power plants connected to the grid. [3]Efficiency Improvement Measures • Replace - Replace-1; Replace coal-fired plants to GTCC plants. - Replace-2; Replace units to USC-PCF. • Convert -Convert ;Convert the boilers to use natural gas. [2] General Study of Existing 300MW Coal-fired Power Plant Units. • 100 300MW class coal-fired power plants. (20% of coal-fired power plants.) (1) 75% are made of China. (2) Low thermal efficiency and fall short of designed performance. (3) Reliability of plant facilities are low. ELECTRIC POWER DEVELOPMENT CO.
[3] On Site Study of 3 PCF Power Plants. • Zhouxian (300MW×4;Shandong province) • Louhe(300MW×2;Anhui province) • Yaomeng (300MW×2;Henan province) 1)Poor boiler efficiency and boiler outlet gas’s temp’ is high. 2)Plants stop frequently due to boiler tube leak at water wall. 3)Poor turbine efficiency and vacuum condition of condenser. 4)Turbine casings have caused thermal strain deformation. 5)Only within 100-80% lord change of boilers. 6)Manual operation of lord change,start-up and shut down. [3] Efficiency Improvement Measures. • Boiler facilities -Modification; water walls,combustion equip’,air heater -Use of; gas re-circulation system,soot blower -Increase the area of ECO and decrease the area of RH. • Turbine facilities -Replacement; HP turbines,IP turbines,bearings,coupling bolts and nuts -Improving; vacuum condition in the condensers ELECTRIC POWER DEVELOPMENT CO.
CO2 Emission Reduction Effect(1) • Project plan was suggested. Implementation of upgrading 10 300MW made-in-China power units by the year 2010. • The CO2 reduction effect and cost-effectiveness of the project has been examined. ELECTRIC POWER DEVELOPMENT CO.
CO2 Emission Reduction Effect(2) • 184,000t-co2/y at 2010(improve 4% thermal efficiency of plants) (=co2 emission from one 300MW unit for a whole year) ELECTRIC POWER DEVELOPMENT CO.
Technical Findings • Many promising projects for AIJ,CDM schemes in Russia and China. • Thermal Efficiency upgrading achieve not only CO2 reduction but also produce another benefit (reduction of other pollutants and fuel consumption etc). • To move next stage, further detailed study is needed.
