  2. What is CTC? CTC is a unique and growing partnership among the construction industry, the School Districts of Manatee and Sarasota Counties and the Suncoast Workforce Board

  3. CTC Mission To develop a skilled, younger workforce for the construction trades in Manatee and Sarasota Counties (FL.) through the coordination and promotion of a preapprenticeship program for construction career exploration in high school.

  5. Partnership DevelopmentTimetable • 2000 - Suncoast Workforce Board and construction industry representatives discuss the issue • Early 2001 – Trades people, educators and elected officials discuss the options

  6. Partnership DevelopmentContinued • Summer 2001 – Researched ACT Program/Orlando • Late 2001 – Hired CTC coordinator • December 2002 – Enrolled first preapprentices • May 2004 – Graduated first class of completer preapprentices

  7. 10 Steps to Building A Successful Program • Confirm the existence of trade apprenticeships in the area and subsequent need for preapprenticeship • Develop industry/employer/education group utilizing existing relationships with area apprenticeship programs • Determine 1st year budget and secure funding commitments • Apply for State Program Registration (Fl. Dept. of Ed.)

  8. 10 Steps to Building A Successful ProgramContinued • Research OJT requirements for the Child Labor Law • Arrange for facilities, equipment and instructors • Develop a marketing plan to reach parents, students, counselors, school administrators and contractors

  13. Enrollment 900 hours of curriculum in trades over 2 school years OSHA training CPR / First Aid training Employability skills training OJT work experience Progress to trades employment and apprenticeship Articulation with local community college Program Components

  14. Youth Eligibility Criteria • Enrolled in high school • Minimum 16 years of age • On track to graduate high school • Minimum 2.0 grade point average • Parental approval/encouragement

  15. Program Curriculum • First Semester Curriculum • NCCER core – Contren Learning Series • Basic Safety – 15 hrs. • Construction Math – 15 hrs. • Basic Hand Tools – 10 hrs. • Basic Power Tools – 5 hrs. • Basic Blueprint Reading/Interpretation – 7.5 hrs. • Basic Rigging (optional) – 20 hours

Program Continued • Supplemental Coursework • OSHA 10 hour construction course • Beginner First Aid – Red Cross Version • Beginner CPR – Red Cross Version • NCCER Employability Skills • Other Modules for CTC • Carpentry – 155 hrs. • Masonry – 155 hrs. • Plumbing – 155 hrs. • Electrical – 155 hrs. • HVAC – 155 hrs.

  19. Most Recent Outcomes2 year program • 2004/05 – was 3rd year for program • 53 youths enrolled as preapprentices • 14 participated in summer OJT • 8 completed 2 year preapprenticeship

  20. Recent Success • Awarded 2004 $10,000 Lowe’s grant • Awarded 2004 $25,000 Home Depot grant • Presented as NAWB best practice model at March 2004 national conference • Received 2005 NAWB Ted Small Partnership Award • Received 2005 Manatee Chamber Business/Education Partnership Award
