NCLB Highly Qualified vs.State Certification Structure • The NCLB definition of “highly qualified” does not completely align to the current state certification structure and assignment rules. • Teachers who are allowed to teach certain courses under state certification and assignment rules may not meet the definition of “highly qualified.” • Teachers who do meet the definition of “highly qualified” may require a permit under the current state certification structure. 3 Education Service Center, Region 20
