KislayPandey-Rights to Information Act and excerpts from A Corruption Matters Advocate The Right to Information Act is an act that was implemented by the Government of India in 2005 replacing the Freedom of Information Act, 2002. This act is applies to all states and Union Territories of India except Jammu and Kashmir. According to this act, any Indian citizen can demand information about any policies from a public authority (Government body or state instruments) and the Government have to answer within 30 days. It has served very well especially finding out corruption scams in India. Corruption matters advocates describe this act as a most Profound public tool for transparent administration and anti-corruption tool. This act was passed in the parliament of India on 15 June 2005 and was implemented on 12 October 2005, on a day of Janmashtmi, a holy Indian festival. The first application was given in Pune under this act. It has enabled Indian citizens to know and understand different policies and planning. Since its implementation, many whistle-blowers have used this tool to expose state as well as central government scams and wrong business practices.

It is a revolutionary tool which, if used accurately, can bring a paradigm shift to the ethical practices and lower down corruption at a remarkable rate.” Three years before, Anna Hazare, a social activist and the members of civil society raised their voices to make a legislation called JAN LOKPAL BILL- a profound bill that can transfer the power in the hands of citizens. However, it was passed in 2013 after omitting some significant characteristics. Some truthful and honest whistle-blowers like Mr PrashantBhushan from AamAadmi Party and Mr. Subramanian Swami from BJP have used RTI in a very effective manner and exposed some biggest scams and sent offenders behind the prison bars. But, it is just an Ant in the forest. A main concern is that the whole forest is dirty and there is not a proper solution of it.

They are either threatened by the politicians or goons or get murdered by them. According to a report, more than 20 whistle-blowers were murdered during 2011-2013. At the times when corruption is destroying our nation like anything, there must be some profound acts and legislations to make administrative and work practices more smooth, transparent and honest. This article depicts and discusses one of the most revolutionary act- Right to Information Act and excerpts from a Corruption matters lawyer Mr. KislayPandey who considered RTI as a revolutionary tool which can give a paradigm shift to smooth and translucent administration.
