    11. Setting Baseline for API ScaleInitially, the scaling formula places schools relative to the State average and the maximum value for each indicator. 11

    17. Context Oklahoma has worked hard to be a pioneer in education reform. One of its current reform goals focuses on improving standards and assessments. The State Board of Education raised the bar on student expectations for Mathematics and Reading in Grades 3 - 8 in order to truly prepare Oklahoma children for a global economy. 17

    18. Changes in the Oklahoma School Testing Program (OSTP) for the 2008-2009 School Year New Standards were set for: Grades 3-8 in Mathematics and Reading. End-of-Instruction (EOI) ACE English II and ACE Biology I. The new standards in Grades 3-8 were not applied to the API calculations for the 2008-2009 school year. 18

    25. AYP and Graduation Rate Graduation rate benchmarks for the 2010-2011 school year: A school/district must meet or exceed a graduation rate of 68.7% or increase the graduation rate from the previous year by 10% of the difference between 100% and the previous year’s rate. 25
