Public housing schemes in Kerala have had an impressive record during the past two decades in terms of both investment and physical achievements. During impressive gains, a few negative features have also reared their heads. Inequality in housing conditions seems to have widened. The poor have become progressively incapable of self help and mutual help for solving their housing problems. The degree of their dependence on public support has increased. Modern building materials have gone beyond their affordability. Moreover, availability of traditional building materials has dwindled and gone out of their reach. One of the positive innovations implemented in Kerala recent years is the participatory people’s planning process launched in 1996. The problems in the housing sector do not seem, however, to have become less intractable than earlier. An evaluation of the highest priority was given to the housing projects for the economically weaker sections in the panchayats. Yet, the problem of housing the rural poor still continue to remain grave.
Why was it difficult to read? Perhaps because… • Readers can’t see the direction where the writer is trying to go • Use of the first sentence in paragraph • Use of transition words

Next example is from the section where weaknesses of current program is discussed. CDS overloaded with work: From the interactions I had with the CDS chairpersons, they are loaded with too much of work. Housing is only one part of the whole Kudumbashree programme. CDS being the body engaged in all the activities tends to be overloaded with work. But they do not complain. They are volunteers and hence very happy to do work for their community. Banks too do not feel the burden of extra work due to this scheme because CDS personnel work on the behalf of them. It is easily noticeable that the reason why this scheme is doing well in some panchayats is because the CDS in that panchayat has been very supportive…
Again, the paragraph loses coherence • The use of “I” • The paragraph discusses issues of CDS and banks
Other random issues • “… comprising usually of activities such as agriculture, dairy , micro-enterprise, and also short term business activities…” • “One of the problems with dairy enterprise is that cattle do not give milk all through out the year.” • “During this period each client should have a sufficient level of disposable income from their dairy as well as their other household income.” • Use of Capital letters and Lower case letters
Use of punctuation, etc. • Commas (,) and periods (.) • Rs.50,000 vs RS50,000 vs Rs 50000 There’s no specific rule, but make it consistent within a paper
