  1. ASHRAE/USGBC/IES Standard 189.1-2009 Standard for the Design of High-Performance Green Buildings Optional Compliance Path to the IgCC Kent W. Peterson, PE, FASHRAE, LEED®AP kent.peterson@p2seng.com

  2. What is Standard 189.1? • ANSI standard being developed in model code language • Provides minimum requirements for high-performance, green buildings • Applies to all buildings except low-rise residential buildings (same as ASHRAE/IESNA Std 90.1) • Optional Compliance Path to the International Green Construction Code (IgCC) • Not a design guide, not a rating system

  3. Standard Project Committee 189.1 • Sponsor and co-sponsors • ASHRAE - American Society of Heating, Refrigerating and Air Conditioning Engineers • USGBC – U.S. Green Building Council • IES - Illuminating Engineering Society of North America • Project committee • 37 total members • Diverse backgrounds • Consensus process with four public reviews

  4. Goals for Standard 189.1 • Establish mandatory criteria in all topic areas • One “challenge” is existing green building rating systems contain few mandatory provisions • Provide simple prescriptive compliance options • Provide flexible performance compliance options • Complement green building rating programs • Standard is not intended to compete with green building rating programs

  5. Development of Standard 189.1 2006 Preliminary meeting (Jun) 2007 1st public review (May-Jul) 2008 2nd public review (Feb) Committee reconstituted (Nov) 2009 3rd public review (May-Jun) 4th public review of ISCs (Sep-Oct) Publication approval (Dec) 2010 Publication (Jan 22nd) Transition to SSPC 2007 2008 2009 2010 2011

  6. Status of Standard 189.1-2009 • Approved for publication by: • Project committee (SPC 189.1) • ASHRAE Leadership, including Board of Directors • USGBC • IES • Right to appeal - unresolved commenters

  7. What Happens When Green Becomes Code? Do Buildings Get Better?

  8. Standard 189.1 Building Blocks Std 189 CA DHS EHLB R-174 Std 62.1 Std 90.1 Std 180 Std 55 Guideline 0 BIFMA ASME ASTM US EPA US DOE IESNA USGBC Green Seal

  9. Compliance Paths Mandatory Prescriptive Path + (simple option, very few calculations) Performance Path Mandatory + (more options, but more effort)

  10. Standard 189.1 Topic Areas SS Sustainable Sites Water Use Efficiency Energy Efficiency Indoor Environmental Quality Building’s Impact on the Atmosphere, Materials & Resources Construction and Operations Plans WE EE IEQ MR CO

  11. Sustainable SitesHighlights • Site Selection • Reduce heat island effect • Reduce light pollution SS WE EE IEQ MR CO

  12. Water Use EfficiencyHighlights • Site Water Use • Bio-diverse plantings, hydrozoning, & smart irrigation controllers • Building Water Use • Plumbing fixtures & fittings, appliances, HVAC systems & equipment, generally 40% lower than U.S. EPAct 1992 • Cooling tower maximum cycles of concentration • Water Measurement for building and subsystems SS WE EE IEQ MR CO

  13. Building Energy Codes ENERGY

  14. Energy Efficiency Highlights • More energy efficient than Standard 90.1-2007 • Renewable energy provisions • Energy measurement for verification • Electric peak load reduction SS WE EE IEQ MR CO

  15. Energy EfficiencyRenewable EnergyPrescriptiveRequirement • On-site renewable energy systems • Annual energy production equivalent of 6 KBtu/ft2 of conditioned space • Exception for areas with incident solar radiation less than 4 kWh/m2-day and a cumulative purchase of green power of 70 kWh/ft2 for a period not to exceed ten years SS WE EE IEQ MR CO

  16. Energy EfficiencyPrescriptive Option – Mechanical Equipment Efficiency Compliance Options U.S. EPAct Baseline Use equipment with U.S. EPAct baseline efficiency levels, and: • Renewable energy system producing annually 6 kBtu/ft2 of conditioned floor space • Peak load reduction of 10% Higher Efficiency Use higher efficiency of EnergySTAR requirements and Appendix C, and: • Renewable energy system producing annually 4 kBtu/ft2 of conditioned floor space • Peak load reduction of 5% SS WE EE IEQ MR CO

  17. Indoor Environmental QualityHighlights • Indoor Air Quality • Ventilation rates per ASHRAE Standard 62.1 • Outdoor air flow rate monitoring of minimum outside air • MERV 8 filter (MERV 13 in PM2.5 non-attainment areas) • No smoking inside building • Source contaminant control • Daylighting • Acoustical Control SS WE EE IEQ MR CO

  18. The Building’s Impact on the AtmosphereHighlights • Construction waste management • Reduced Impact Materials • Wood products • Refrigerants • Storage and collection of recyclables and discarded goods SS WE EE IEQ MR CO

  19. Construction and OperationHighlights • Acceptance Testing / Commissioning • IAQ Construction Management Plan • Plans for Operation • High-performance building operation • Maintenance • Service life • Transportation management SS WE EE IEQ MR CO

  20. Why Consider Adopting Standard 189.1? • The minimum green building requirements have been developed using an ANSI consensus process with four public reviews over the past three years • ASHRAE/USGBC can offer training to code officials on the detailed requirements

  21. Further Information • Information on Standard 189.1: www.ashrae.org/greenstandard • Information on International Green Construction Code: www.iccsafe.org/cs/IGCC • ASHRAE Training on Standard 189.1 • User Manual is under development to assist in understanding in how to apply the standard
