    1. Torquay Town Centre BID Torquay Town Centre BID The Proposal 2010 -2015 Good evening good to see you all – thanks to Neil for his presentation I know Truro good to see the improvements there . This is the document that we are going to be presenting to you tonight – you should all have received a copy. This is the blue- print for this scheme over the next 5 years if you vote for it. I have been working with a great team of 24 BID champions to produce this. All run businesses in the town or have its best interests at heart. They have given up their time voluntarily to help get this scheme off the ground. They will be adding their comments to this presentation as I go through it. Most of you will know all of this already but for the sake of clarity I just run through main points Defined area which can not change during the lifetime of the BID Defined and designed by businesses in the area and it will be controlled by them too. Soaring vacancy rates at 18% last year. Reputation as a poor shabby town with a limited range of shops and restaurants non visitor survey respondents stated that the reason they did not holiday here was because of the poor shopping offer and access Exeter and Plymouth – John and David. To increase confidence give the town some atmosphere we need to organise events and activities to drive foot fall Raise our game and lkook at the quality of what we are offering in terms of presentation and service Fabulous bay/ harbour / how do we get the wealthy yacht owners to use the town?     6. Who are your customers? - Who are not? Research commissioned last year. Population profile Just 11% of our population in a 20 min drive time of TQ are in the most deprived sectors cf 16% nationally Top end TQ 21.5% cf nationally 24.5% twice national average affluent pensioners – but where are they? Tourism – declined spend per head has dropped why? Less affluent holiday here why? We cater for the value end of the market we have to broaden our appeal and make sure that the quality of offer is here for all. Exeter and Plymouth also have huge areas of deprivation but they manage to cater for all of their population and we must do the same colleagues from Exeter and Plymouth target you customers because they offer what they want.     9. ‘More customers better business’ Events - annual programme to include: 2 high profile events a year - Spring and Christmas. Regular events. themed markets, street entertainment etc. Adding value to events E.g. Agatha Christie Festival, Torquay Regatta. Auditions for buskers etc. You told us that we need to do something to put the town on the map to drive up footfall The value of events can not be underestimated. So many towns and cities are identified by their events which attract 000’s of new customers spend and footfall, acres of excellent PR. Advertising campaign – on-line, outdoor and traditional. Market research to ensure we are getting it right. Work with EDC and new Tourism company to share information & customers. Keep you informed. Customers research more and more on-line we need to ensure that we are there in the cyber market place and that your businesses are there too. One comprehensive website for the town centre Advertising campaign to raise our profile and present Torquay as a credible choice for visitors and residents looking for attraction, shopping and services. Give investors some confidence that we are getting it right Fight back to regain the ground from our competition and capitalise Torquay’s fabulous asset the bay. Look for opportunities to work with the tourism industry.     11. Putting the Sparkle back into Torquay Christmas – untapped opportunity 5 year improvement for Christmas lights display Major Switch on event- enhance the carnival. Street washing of hot spots throughout the year. Dressing empty units. Work with JVC to ensure delivery of contract.     18. Have your Say ! Positive BID vote is as much about collective bargaining, partnership and influence as service delivery. 620 businesses will have a voice. Represented by democratically elected BID Steering Group Influence decisions taken in the town centre and beyond. Collective purchasing e.g. trade waste etc. Better communication and networking. Costs NIL – benefits invaluable.     20. Making sure it happens – get involved BID Steering Group(BSG) TTCCo is legally and financially responsible for the BID. BSG to monitor delivery and set the programme How can you have confidence that if you vote for this scheme it will work? We will set up an elected body BID Steering Group who will be responsible for monitoring and influencing how the BID is delivered. These people will be elected from the BID Levy payers in the town. We will invite nominations then hold a ballot . Meet monthly to ensure we are doing what we said we would. End of each year obliged to produce a fully audited set of accounts so you can see how your money has been spend against the plan we have set out here. How can you have confidence that if you vote for this scheme it will work? This is a table to illustrate costs at 1.5 % of RV at 2005 value. stay the same throughout the BID lifetime on an annual, monthly, weekly/ daily basis 85% of businesses in BID area have an RV of less than Ł50K representing 42% of total RV.
