Program Purpose • To stimulate development of higher density housing, including affordable rental and ownership opportunities within close proximity to transit • Facilitate connectivity between housing and transit • Encourage increased public transit use and reduction of automobile trips
Eligible Uses • Loans for housing developments • Grants to localities to provide loans for first time homebuyers • Grants for infrastructure that • is necessary for development of qualifying housing; or • facilitates connections between the qualified housing and transit station • Loans for Redevelopment Agencies to acquire land
Notice of Funding Availability (NOFA) • Released January 30, 2009 • $95 million • Application Deadline is April 2, 2009 • Funding awards to be made in June
Geographic Distribution Objectives • Awarding not less than • 45% of Funds to Southern California • 30% of Funds to Northern California • 40% of Funds to Projects served by Qualifying Transit Stations not Served by Heavy Rail
Assistance Terms and Limits • Maximum program loan or grant combination for a single Housing Development, or single housing developer, shall be $17 million per NOFA • Total maximum amount of Program assistance for applications based on a single Qualifying Transit Station shall be $50 million over the life of the program
Key Eligibility Requirements • Housing Developments must be at least 50 units • Housing Development must be located in a qualifying urbanized area as defined by the U.S. Census • Qualifying urbanized areas must have recurrent congestion
Key Eligibility Requirements • Housing Developments must be located within one quarter mile of a transit station • Housing Developments must be located within one half mile of a transit station along a walkable route
Key Eligibility Requirements • At least 15% of the total housing units must be affordable to persons of low or very low income households • Projects must meet density standards based on location
Residential Density Requirements • Large City Downtown 60 units acre, 3.0 FAR • Urban Center 40 units acre, 2.0 FAR • All other areas 25 units acre, 1.5 FAR
Key Threshold Requirements • Construction project has not commenced • Project infeasible without Program Funds • Applicant must meet minimum point total of 250 points (maximum available is 380) • Applicant must have site control
Site Control • Documentation Methods • Deed • Lease • Option to Purchase • Land Sales contract • Disposition and Development Agreement • Agreement with Public Agency giving sponsor exclusive rights to negotiate with that agency for acquisition of the site
Project Timeline • Construction of the Housing Development must • commence within Three Years of the Program Award, and • be completed within Five Years of the Program Award Date

Rental Housing Specifics • The Base Loan Amount Shall be • $20,000 more per unit than those Established for the August 18, 2008 Multi-family Housing Program (MHP) NOFA, or • $17,000,000, whichever is less
Homeownership Housing Specifics • Grant to be subject to the Provisions set forth in the Building Equity and Growth In Neighborhoods (BEGIN) Program Guidelines as Amended April 9, 2008
Infrastructure Grant Specifics • For Housing Infrastructure, the Grant Amount Shall be Limited to • $35,000 per Un-Restricted Unit • $50,000 per Restricted Unit • For Transportation Infrastructure, the Grant Amount Shall be Limited to $10,000 per unit
Infrastructure Grant Requirements • Infrastructure improvements that support Housing Developments or enhance transportation accessibility must be connected to a Housing Development • Infrastructure grants must be matched by a cash contribution of funds equal to 20% of the Infrastructure Project grant. Contribution may include federal or state funds under local control
Infrastructure Grant Requirements • Project Timeline • Sources and Uses Chart Note : If Housing Development includes multiple phases, all entitlements and funding commitments for the first phase must be received
Infrastructure Grant Requirements • Grant shall be repaid to the Department if all necessary and discretionary public land use approvals have not been received for the Housing Development within five years of the date of the program award.
Eligible Infrastructure Activities • In support of housing development • Water Upgrades • Sewer Upgrades • Streets • Drainage Basins • Utility Access • Parking Spaces or Structures when Required by a Public Agency as a Condition of Development
Eligible Infrastructure Activities • In support of transportation access • Pedestrian Walkways • Plazas • Mini-Parks • Signal Lights • Streetscape Improvements • Security Enhancements • Bicycle Lanes and/or Parking • Intelligent Transportation Information Systems
Eligible Infrastructure Costs • Environmental Studies, remediation and mitigation • Real Property Acquisition costs and fees Excludes real estate commissions for purchase or acquisition • Engineering Design and Supervision • Relocation Costs • Construction work, fees and costs
Land Acquisition Specifics • Loan Available to RDA’s only • Loan Amount shall not exceed the lesser of • 80% of the Appraised Value of the Land to be Acquired, or • $50,000 per Residential Unit in the Proposed Development, or • $3,000,000
